The root cause appears to be lack of accountability. The whole hierarchy in govt depts is usually lack of motivation and casual to their work bcos when modi addressed issue of hard working efficiently work without fear times of india made a cartoon all bureaucratic from clerks to secretary level , working itself fear to everybody due to the weakness in our govt working system laxity gained for last 40 years in all govt departments 1. HR audit to be conducted by ministry of personnel and third party HR auditing to be done for all ministries/ govt offices including state as well central government staffs especially to state govt departments. 2. Home ministry to introduce HR audit for all from Sub Inspector to DGP level to make them accountable for any crimes and pending crimes , bcos nowadays police department doing judicial process after any crime instead their prime job is to prevention of crimes have never been followed. This is especially true of the lower level clerks and officers. Even a simple measure like putting name plates on all govt servants dress will lead to more accountability. Even if the senior managers are honest and hardworking, they don't have any mechanism that their juniors also do so. All people in govt dept know that their jobs are safe- even if they don't work. This job security also leads to laxity. Also people feedback is never asked for most of the public dealing dept where corruption is rampant. Also in many dept the staff is overworked and working in pathetic conditions leading to lack of customer care. they should be periodically motivated. Those who work hard should be rewarded. more
