Lift inspections in Noida

Earlier this week two residents of the Gaur Saundaryam Society in Greater Noida fell through seven floors after an elevator collapsed on Tuesday. They had fractures and the power loss has been blamed for the free fall of lifts.

Will the DM or Noida CEO advise how lifts inspection is supposed to take place in Noida and Greater Noida socieities. Are there standards for maintenance of lifts?? What are those?

Can a power cut cause lifts to go in free fall. Arent societies and corporate buildings supposed to have lifts with automatic rescue devices?? more

In any case lift should not fell down. It has to be locked immediately after power block. Verious points to be checked as per manufacturer guidlines and checklists. Please ask details of original manufacturer. There is also a legal requirement (Factory act 1948, section 28) of lift inspection and load test by third party competent person. ( A mechnical engineer with 10 yrs experience and certified by chief inspector of factories/Director factory of concerned state in every 6 months). Certificate of the same to be displayed in lift permanently. Preventive maintenance to be done on regular intervals by original lift manufacturer. more  
CORRUPTION AND CONATION ARE THE TWO BIG 'Cs' BEHIND THIS ALSO. BUILDER PUCHASES LOW GRADE LIFTS AND MATERIALS AND RESIDENT HAS NO SAY/ LAW OR DEPT. TO CHALLANGE THE QUALITY. AUTHORITY ONLY NEEDS HAFTA WASOOLI IN THE NAME OF 'REGISTRATION' OR 'TRANSFER CHARGES' BESIDES THAT NOIDA HAS MAXIMUM CHARGES IN INDIA FOR PROPERTY PURCHASERS STILL AUTHORITY DO NOT BOTHER. more  
There are multiple points of checking and taking precautions against accidents in the lifts. This includes Power backup & battery system. This also includes the anti-fall system. If these systems have not been installed, then the installation is incomplete, either because the lift manufacturer & supplier was not paid or it was not in the contract. In most cases, it is the joint responsibility of the lift supplier & installer. However many unprofessional builders do not take professional advice. Resulting in such disasters. more  
Housing Complexes are built by BUILDERS on land allocated for such purpose with design details/conformities. It includes ancillaries like lifts, pumps for water supply, sewer, drainage, captive power (generators), bulk power distribution, common area lighting and security. Builders hand over dwelling units to allottees as built. At some stage, RWAs take over management of complexes through elected members who may not be conversant/experienced in complex management and want to wrest it from builders. Often RWAs are driven by contracting maintenance to agencies other than OEMs (Original Equipment Manufacturers) staffed by ex-employees of OEMs. Original Supplier for equipment has performance and safety check lists suggesting frequency of audits. Most RWAs are ignorant about these aspects. Every lift is supposed to seek safety certified by Maintenance Contractor, submit the same to Noida Authority and obtain a safety Certificate from Noida Authority against a fee. This is seldom complied. Hence Mishaps. On power outages, lift operation is expected to be substituted by Captive Power Source. If Captive power facility is not available, provision can be made for a UPS in the machine room for the carriage to move to next nearest floor and open doors for passengers to alight. Here also system is susceptible to overaged/deteriorated batteries not replaced on time. Maintenance Engineering is seldom taught in India. Reliability, including but not limited to SAFETY, does NOT come CHEAP. more  
People like supplier, corrupt customers, corrupt maintainer responsible for such accidents will continue with their way of working till they face situation like a family murdered their son considering him as just someone passing that way more
