Lift license renewal issue (Delhi)

The process of Lift License renewal went online last year.
We followed the same. However, this year there is some error coming on its website. On visit to Civil Lines office, there was no officer available to answer. Person present there asked us to send email(which we did after searching the ID on website again). Now email replied in standard copy paste one liner to visit SDM office.
What are we supposed to do? Why the government departments doesn't solve things at one point of contact? If it took our application last year then why there is an error this time?

Please assist in getting a solution.

The tech/IT based services claimed to be offered by this Delhi Govt, in most cases are only for fooling the people and for releasing multiple full page ads, but in reality most are half baked apps/softwares, poorly designed and excuted even worse. It seems the intent or will isn't there. more

i think you should create a login ID first and then apply for the same. i had applied for the same licence and got it online on time more  
Yes, Login ID is created last year only and I am able to login also. But for application it is asking to fill form and the boxes in form are not allowing any typing, nor are they pre-filled. Any solution? more  
Govt is getting hefty share of your income and entire system belongs to them. Only thing a common man can do is not to vote or vote for other one. Seriously no solution. Ideally culprits must be identified and terminated with immediate effect, but quickly. New generation is ready for resolutions. more  
I agree with Shishir and will like to add that the working of site should be specific responsibility of a responsible officer and the departmental staff should be penalised if the the site is not working for down time beyond 95 % availability more  
How does a common man fix that responsibility? My suggestion - for each such site, government shall also display a button to complaint for inoperation / technical glitch of that site and review it periodically. more
