Local numbers allotment to vehicles from other states
--Owner of vehicle if decides to move to other state for some time need to take NOC for 3 monts from the local RTO
--He has to return before 3 months and get the clearance from RTO.
--IF somebody has to stay for more then 3 months ,he cannot drive his car legally in the other state.He would be fined.The only answer he gives is that he reached the state recently
--Traffic police harass the people driving car from other states because the number plate reflects the home state of the car .
--If a person with NOC stays for more than 3 months ,the fine is very high...The owner of the car has to apply for a local number and pay the road taxes again
Implications--
---Lot of cars remain unused because the owne of the car moves to other state after purchasing it.
--The old cars do not get the customers because it is difficult to sell the car in some other state.
--It is difficult for people working with private sector who ofter change jobs or move to other states on deputation and its a huge number..
--If such people decide to purchase car,they have to sell it off to somebebody bucause it would become difficult using the same car in other state
Possible solutions
--MNP of car numbers is not a solution because the number would not change and the harassment by the traffic police would continue forever
--The other solution which I think would be to issue local number on spot with a minimum payment
Eg1 If i decide to move to some other state for 2 yrs ,I go to my RTO ,fill a form and submit it .Once I reach the destination state,I visit the RTO within 30 days ,fill a form ,pay some minimum account say 2000 rs and get a local number on the spot
I stay in the other state for 2 yrs and once I decide to come back to my parent state,i go to the RTO again ,fill a form,return the local number and come driving back..Once reached ,I inform the local RTO back again.
This process of notifying the RTO should not take more than one hour
No harrassment,No NOC,NO undue payments and no wastage of valuable time
Eg2 If I decide to get a permanant number of the destination state
I go to the RTO of my parent state ,notify them that I am going to a different state with my car and would apply for a new number from the destination state.
I reach the destination state,go to the RTO office within 2 months ,fill a form for a new number ,pay some nominal amount say 3000 Rs and I get a new number on the spot.
The New RC of the car is then sent by post to my postal address.The details of my transition remain with the RTO office .
I can sell the car if I want, to anybody in the new state without any problem .
Eg2--If I want to sell my car to a person from other state,the only thing required should be the authenticy of buyer and seller and some nominal amount of payment.
If I stay in chennai and want to purchase a car form somebody from maharashtra..It should be possible for me to do so in the state of chennai itself..
Online mechanism should be available with contact mumbers and ID proofs of the buyer and seller required along with the original documents of the vehicle.This should also have an option like "do you want a local number" yes/No
Requirements--
--The database of the vehicles should be online for all the RTO offices so that the ownership of the car can be checked within no time..
--The new number (temporary upto 2 yrs or pernamant) should be granted within an hour.Appropriate arrangements should be made for such a possibility
Implications--
--No harassment by the traffice police as the number of the car belongs to the particular state
--No wastage of time to obtain NOC and no scope of corruption or malpractices leading to bribery
--Lot of vehicles lying in metro cities can be brought to smaller cities and could be sold..With the options available,owning a car(although second hand) would be possible for a lot of house holds
--Development in real terms would be visible with just a small change in rule more
