lower berths and payment

I have booked train tkts on 5 occasions in teh recent two months for senior citizen, but everytime i do not get a lower berth. Further when we specifically request for allotment only if lower berths are available amount is deducted but tkts are not booked. If lower berths are not available why amount should be deducted and refunded after two three days. I think it is very easy to program it in such a way that if lower berths are not available it should not go to the payment gateway.
Today i tried to book by 12214 duronto in 3AC with 247 berths showing. specifically said i require 2 lower berths. Amount was deducted but i get the message that no lower berths were available. 2 LBs are not there out of 247 berths. Must be kidding. Come'n railways you require to do much better. more

AS per the existing system only after payment it goes to search the berth as booking of tickets are simultaneous by many persons. more  
You should lodge a formal complaint otherwise nothing is going to change. You will also get refund for the wrong payments received by railways. The payment break-up must show the the fare and lower birth charge separately. The wheels of governance in Govt. institutions rmove at snails pace but keep on writing to them to claim refund and improvement in services. more  
The whole system is working for the agents now. Mockery of computerised system. more  
This as per me is a big fraud that IRCTC is doing. Even when there was around 300 tickets available I couldnot get two lower births for my parents who are senior citizens. Then the keep the money for another couple of days and I am not sure how they make any profit if they do but I am sure this is really a fraud going on. I have already posted this on twitter and there was not reply from Rail Minister, Irctc or anyone else. more
