Maintenance charges for Flat

I have a Flat in Kochi. My tenants have been paying maintenance for last 3 years and now after 3 years the builder says they did not get it. Old tenants are not having the receipts now. I would like to know how long should one keep the receipts? We have not got a notice from builder that the flat is being given for maintenance to the residents association so far. No association is formed and the builder only does the maintenance. more

Some of the payment must have been made by cheque and that will suffice the very purpose. Pl. explore and then lodge the Consumer complaint apart from other remedies like civil, criminal (Cheating) etc if you can spear your time, efforts and money. more

Generally-only three months-normally water is cutoff[since electricity can not be cut off. How and why they kept quite for such long is explainable.The association has something hatched for the original owners. Talk to them and find out what exactly they mean and want. more  
One should always collect maintenance amount from the tenant and YOU pay it up and preserve receipts. more  
If there is no solid proof of payment. the liability of original tenant will always there irrespective whether owner asked or not for payment. more
