UP polythene ban says if someone is found flouting the ban, he can be convicted with imprisonment up to one month. Besides, he will also be liable for a fine not less than Rs 1,000 which may extend to Rs 10,000 on the first conviction. On the second conviction, the defaulter can be imprisoned for six months term along with a fine of Rs 5,000 which may extend to Rs 25,000.

Big Question is: who is enforcing and how is done extremely randomly and without prior information. Send mystery shoppers in the market (one authority, one police) not in uniform and book people. make news out of it. The terror of unknown will work. Dont do it like traffic drives, they come they go. same thing on vendor encroachment drives. more  

Never give option to the Police or the Court to levy fine upto... so-and-so.... There is so much corruption, that in case such fine is levied, there is a good possibility of money changing hands to reduce the penalty more  
Yes, Police/Courts shud not intervene. Hefty fine must be imposed compulsorily on culprits. more

'Banning Polythene Bags' by the UP Govt, without ever concentrating on the closure of 'manufacturing units' (as brought out By Shri Chander Lekh Bhandari), is another laughable decision. They obviously won't close the factories due to the fear of unemployment & labor related problems. And they haven't done the research of creating a cheap substitute for polythene bag, since no thought seems to have gone into the 'likely problems of house hold ladies to carry daily domestic commodities purchased from wayside/ small/ big vendors'. Obviously, the Govt has no resources to do policing of vendors who are continuing with this practice. The end result will be the death of this initiative since the bureaucracy, which has the intelligence to device innovative solutions to social problems, merely issues orders which please their political masters. Creativity in India is at the lowest ebb, especially on the social front, that is why campaigns like 'swatch bharat' have no positive results on the ground. The common man is finding piles of garbage littered all around the roads, by-lanes, open drains, near schools of children & in public places (Atta area & other marketing centers), in & around Noida. A real shameful scene from any view-point. Can the politicians put on their 'thinking cap' before creating laws & passing unimplementable orders? more  
If government really wants to ban polythene bag, government should ban the manufacturing of polythene bag. Only this way they can ban use of polythene bags. न रहेगा बांस न बजेगी बांसुरी। more
