Making building is more difficult in Delhi

Dear Sir,
Please note in case you are making buildings in Delhi, India there are several departments which approach you including health, building, road cutting, police department and they ask you for hefty amount of money. During the reign of opposition party the rate for a single lantern was 2 lacks per lantern to building dept. which may increase in future. Besides you have to pay money to other departments as well such as police etc. Then health dept. people approach you and ask you for some money otherwise they ask for your signatures on papers. In case you don't oblige all these people then you have to face demolition and in case you pay them hefty amount of money then everything is fine. So please clarify what kind of good governance is this. Can you simplify building bye laws to save people from harassment and unemployment so that they can open small shops in their houses and can make buildings without any hindrance. Even councilors selected by people along with MLAS are not sparing man while constructing their houses.

I am surprised on the post saying that one has to pay bribes to various department. Do not understand why. If the builder or owner is following all procedural formalities with sanctions where is the need of paying money as bribes. Something must be done to violate the laws and hence money must be paid else I do not find any reason in bribing the Govt. officials. more  
rightly said. Rules are needed but in the name of it , Govt officer need to cooperate to implement these rules for their citizen. more  
Mr. Bansal and Mr. Bhargava.....I agree with you in toto. Bribing system just cannot be abolished from India. Even so called Hon. Politicians speaks so much in their rallies about abolishing the corruption but implementation is NIL. If one Department is taken away from the Dy. CM of Gujrat, he makes big hue and cry. MY SIMPLE QUESTION TO THE HON. DY. COM OF GUJRAT IS WHY DOES HE WANTS THOSE PARTICULAR DEPARTMENTS. DY. CM HAS BEEN CHOSEN TO SERVE THE PUBLIC AND NOT TO MAKE MONEY. I KNOW THEY SPENT HUGE IN ELECTIONS TO WIN AND TO RECOVER THAT AMOUNT FIRST THEY DO ALL KINDS TO BUNGLING. ONCE RECOVERED AFTER THAT IT'S A PROFITS. Bribing cannot be finished. I can suggest a solution that the FIXED BRIBING RATES should be displayed prominently at different locations of the concerned offices which can be further classified into QUICK, QUICKER & QUICKEST. This system will do away with middle man and the person will not have to run from pillar to post for any job. more  
If you want to live in peace, learn the art of bribing or appoint a middle man to pay the bribe. Even people like our PM WONT BE ABLE TO HELP IN PROVIDING JUSTICE TO SUCH VICTIMS.Make it a point to add the bribe paid in cost of building.Thanks for raising the issue. I am of the opinion that if 70% of Delhi is unauthorised then that 70% needs to be demolished. People like us who follow rules are the sufferers.I pay property tax every year in May but see advertisements asking people to pay tax without penalty till March next year.
