Dear Friends,

Thank you for your time valuable time and invaluable inputs. I have been personally forwarding your inputs to the PMO . For the current discussion on ‘Ease of doing business’, we have summarized the key areas outlined by you, where solutions/actions are needed from the Government to make doing business in India easy.

1. Greater freedom from government control on industry. The interaction with bureaucracy needs to be minimised when it comes to starting/running a business.
2. The paperwork should be done away with and the entire system should be computerised. Lesser the paper work/human interaction, lesser are the chances of corruption.
3. Easier access to credit for SMEs and labour law flexibility required in states to facilitate the expansion of small scale industries to larger ones. It will also be critical to boost employment of low skilled labour.
4. There should be a single window movement of applications for the entire gamut of registrations.
5. The rate of interest on bank loans for business in India needs to be brought down
6. The business tax structure must be simplified - Implement GST so that the goods/services are taxed just once. No need to impose Sales tax, Central sales tax, vat, interstate sale obstacles like road permit, etc.

Ideally business cases which have real potential to generate employment directly and indirectly should be fast tracked. Also they should be able to provide a sustainable development model wherein environmental and social issues are also addressed. This will help the govt to address employment and sustainable developmental issues. The process of getting approvals should be made simple and faster except in cases where it involves environment, national security which require detailed techno economic social analysis. Tax concessions can be allowed for projects should be proportional to the amount of employment going to be generated by it and the amount of sourround development which such business/projects would assist in more  
There should minimum taxes & there should be centralized tax collection only at the center & states. No Local self government bodies should collect any taxes. Suitable formula should be evolved for sharing of taxes by the center and states, say 40:60. States should also evolve the formula for sharing its revenue with Panchayats & Municipalities. There should be no Zilla Panchayats in smaller states. Efficiency & performance of revenue collection and expenditure should be periodically evaluated. There should Profit as well as Cost Centers (Department & Ministry wise). more  
Why there are ER-4, ER-5, ER-6 & ER-7 Forms under Central Excise when every registered manufacturer is filing monthly ER-1. All other forms need to be abolished in this Budget by FM more
