Making Emergency Quota Effective - Addl Inputs

We had requested you sometime back to give feedback on how the Emergency Quota system should be made more effective. Below are the key collective inputs from all. Kindly review and if you have anything additional, please post it as a comment.

Making Emergency Quota More Effective

1. Guidelines should be issued defining what is allowed under ‘emergency’
2. The number of seats under the quota should be decreased from the current 80,000 seats a day
3. The quota should be optimized in such a way that the common VIP routes are allotted more seats
4. Keep 5% of the emergency quota in each train for on the spot emergency reservation
5. Emergency quota for Government use must be confined to Government officials, Ministers, MPs, MLAs who are required to travel on urgent official work certified by a senior authority in Government.
6. Railways should reallocate specific percentage of this Emergency quota to Railways Officials for urgent official work certified by a senior railway authority
7. A part of the Emergency Quota must be kept assigned for serious ailing patients & their attendants & should be made available on the certificate of a Medical Practitioner
8. Usage of the Emergency quota should be limited to a certain number of times every month
9. Unused emergency quota seats should be opened to general public after a certain time frame
10. Agents should not be given access to emergency quota tickets
11. Railway authority should make sure that the emergency quota tickets are not sold in black
12. Emergency Quota seats should be priced at Tatkal rates for all instead of the regular rates that it is currently priced at.
13. No refunds should be made when an emergency quota seat is cancelled more

There are lots of inputs raised by the common people. Please implement as early as possible. more  
There is a provision being made for reservation in trains. It is not a new phenomenon. For the needy passengers it was being done by TTE. If the new scheme is adapted ( experimental train has already started), it may have following features. 1. A full bogie should be reserved for SOS patients duly referred by doctors. Half of it for patient beds and other half for doctor on duty and 2/3 ANMs plus essential medical equipment and medicines. 2. The support team with all above said facilities at major platforms too. 3. The other bogie may be reserved for on train booking only for those already in unreserved bogies. The rates of reservation should not be exorbitant. These passengers may be given moral instructions by displays in the compartment, say for cleanliness, clean water, warm food etc. Sent from my iPad more  
Ticket booking before 120 days should be abolished immediately or cancellation charges may be made so high that a person thinks twice before cancellation. more  
1)E Q is free from agent .Now this is not so free from agents . for this make this EQ from only own mobils (i.e.make such system that as mobil number is writen, card provider company gives name of card holder and ther is no option to change the name ). and 2) attach prof of identity of mobil no 3) .EQ is for emergencies like death, accidents, etc in the family or for job interviews, urgent medical treatment. I Like this great facility of Indian Railways to the public .If IR make such system then it is very very better for all indians. more  
Making disables to travel long distance to reach their respective Divisional Railway Head Quarters for their ID cards is absolutely inhuman. They can simple post the photocopy their concession certificate and residence proof along with their photos to the concerned DRM and get the certificate by post. more
