Making Emergency Quota More Effective
1. Guidelines should be issued defining what is allowed under ‘emergency’
2. The number of seats under the quota should be decreased from the current 80,000 seats a day
3. The quota should be optimized in such a way that the common VIP routes are allotted more seats
4. Keep 5% of the emergency quota in each train for on the spot emergency reservation
5. Emergency quota for Government use must be confined to Government officials, Ministers, MPs, MLAs who are required to travel on urgent official work certified by a senior authority in Government.
6. Railways should reallocate specific percentage of this Emergency quota to Railways Officials for urgent official work certified by a senior railway authority
7. A part of the Emergency Quota must be kept assigned for serious ailing patients & their attendants & should be made available on the certificate of a Medical Practitioner
8. Usage of the Emergency quota should be limited to a certain number of times every month
9. Unused emergency quota seats should be opened to general public after a certain time frame
10. Agents should not be given access to emergency quota tickets
11. Railway authority should make sure that the emergency quota tickets are not sold in black
12. Emergency Quota seats should be priced at Tatkal rates for all instead of the regular rates that it is currently priced at.
