Making Emergency Quota Effective

Dear Circle Members:

Many of you have shared your concerns about the VIP Quota/Culture in Railways and its misuse.

Currently, there are close to 60,000 berths available under Emergency Quota.

We would like to seek your inputs on how an Emergency Quota Assignment system can be developed so the requirement for citizens with genuine Emergency needs can be met.

Also, give your inputs on what should be the definition of Emergency and how a transparent system can be developed/implemented to fulfil such needs.

Most often emergency quota is being misused. But in fact we Indians are fond of getting undue benefits no matter which sector of service we talk about. It is more about our mindset rather than flaws of the service. We have already put a lot of restrictions on passengers which is more problamatic for genuine customers rather than culprits. We should focus on root cause. Why should a passenger plan his journey two long month ago. Worse is that even two month prior to journey date especially in peak seasons, only one third of passengers get confirmed tickets. And I can say it for sure that whole system is responsible for this situation. No one from decision making ministers and senior officers to bottom level ground staff may be spared. Actually after twelve years of service in this huge organisation I can say we are still very defensive in our work no one want to take the real challenge like a real leader. And by mistake a newly employed young guy who want to work like that efficiently punished and demoralised to discontinue. more  
The emergency quota can be applied to those who are in emergent situations like crucially ill, moving in participation in cremation of their close relatives, to attend interviews at short notice or so happen on the day of journey. more
