Minimizing Chain pulling in Trains – Solutions

1. Chain pulling should only be allowed in case of an emergency
2. ‘Emergency instances’ should be defined and displayed inside the trains in different places
3. Chain pulling for a non-emergency situation should attract a financial penalty
4. The chain pulling system could be replaced with an emergency button/intercom where the passengers could explain the situation to the driver, guard or TTE and the train is brought to a halt, if deemed fit
5. People caught using the chain to get off the train at unscheduled stops should be fined and detained for a minimum of 24 hours with imprisonment of up to 3 months.
6. Chain pulling for any political leader/MP/MLA must also call for the same fine/action
7. Educate people through media (TV , Radio and Short Documentaries shown in Cinema Theatres before Films) and highlight the Pros and Cons of chain pulling for stopping the trains
8. Suit should be followed on the lines of the Delhi metro
9. Chains should be closed in a glass box so that in case of an emergency, one has to break the box to pull the chain
10. The driver/guard should be able to exactly track from what compartment the chain was pulled. more

Most of these steps don't seem to be deterrent to misuse! One way is to add have a visual and audible alarm where the chain is pulled. So loud that all around can hear inside and outside the bogie. more  
penalty and charges are already defined by Railway but seems to be in effective on public. Because in most of the cases railway official are not able to identify a person who pulled a chain. And even I have seen the cases where train person do not come to check at the compartment and just simply connect the pipe and start the train. such act. encourage people to repeat such activity. even RPF present in train also take such instance in a casual manner and give answer "Ye to roj ka hai kya kare" So to penalise the public who misuse it we need to have strict and energetic staff more  
In order to make the emergency chain puling system first of all the doors of the trains should be closed centrally so that even after after the train comes to a halt the person who has pulled the chain does not have a chance to escape. As the chain is pulled it takes few minutes for the train to come to a halt by which time the GRP personnel should be present in the respective compartment. In case of fire a different alarm should be installed which should be connected to water sprinkler system etc. Kamalesh Sharma more  
We need to first answer the question "Why would someone pull the chain". The answer could possibly be: 1) All the family members have not embarked 2) Miscreants want to benefit 3) Some valuable item has dropped out of the train To address the above problems, One solution is to change from mechanical pull system to electronic "push button" system. The system should work only in the station and once it leaves the station and gains speed, the driver should disengage it. Secondly, in case of any valuable items, the problem shall be reported to CRPF personnel who would take the call and inform the driver through walkie-talkie for stopping the train. For no other purpose the train shall be stopped. This will also address the problem of trains being late and improve the trains running on time. Regards K.Ramana Murthy more  
Railway should remove all Chain pulling system from all compartments, rather should keep mobile no. of Guard in all compartments. We Indians are mostly irresponsible and do not deserve keeping chain pulling facilities. more
