MINISTRY of CONSUMER AFFAIRS MAKE THE POLICIES , WITH THE HELP OF I.A.S. OFFICERS :

DEPARTMENT of CONSUMER AFFAIRS IN ADITION TO ASSISTING THE MINISTRY IM MAKING POLICIES SHOULD BE RESPONSIBLE TO IMPLEMENT THEM .

WHO ELSE IS THE AUTHORITY TO IMPLEMENT . THERE SHOULD BE SENIOR OFFICERS TO DO THAT . HOW WILL ANY ONE KNOW THE GROUND REALITY WITHOUT FILD VISITS ? A POLICY NEEDN'T BE THE FINAL ONE ; AFTER SEVERAL VISITS HE POLICIES MAY NEED CHANGES . OTHERWISE IT WIL BECOME A BOOKISH EXPERIENCE .

THE FIELD VISITS NEEDN'T BE ELABORATE WITH AN ENTOURAGE . JUST 2 OFFICERS (COMPETANT ONES )TO ACCOMPANY AND INSPECTION OR FIELD VISITS . WHEN A SENIOR OFFICER GOES ON AN INSPECTION COUNT THE NUMBER OF HEADS BESIDES SECURITY .

GOVRENMENT EMPLOYEES CAN NOT BE ONLY IN THE POLICY MAKING TEAM . THEN THE WORKING TEAM LOOSES BALANCES , THERE WILL BE ONLY POLICY MAKING AND NO IMPLEMENTATIONS OF POLICIES ADOPTED . WE WILLLAND UP WITH PILES AND PILES OF FILES .

SO SENIOR OFFICER LEVEL EMPLOYEES MUST VISIT THE FIELD FOR PTACTICAL KNOWLEDGE AND THE MODUS OPERANDI TO IMPLEMENT THE POLICIES ,SO THAT THE CONSUMER'S INTERESTS ARE PROTECTED. more

Yes, the "chalta hai" attitude needs to be replaced by "check zaroori hai"....... Because, it's engraved in human nature to invent escape routes.... Wish this inventiveness could be on "constructive projects"....... more  
No doubt government is the policy maker and initiate action towards implement them through the bureaucrates, states and the local bodies. Of course, citizens part in this cannot be undermined and we need to do our bit. So there has to be complete cohesion at all levels. NGOs can also play vital role here. Certainly, elected representatives from top to bottom must be role models and set example in their public life so that citizens follow them. Constantly implemetation process needs to be analysed and modified if need be, to accomplish the set goals. Regular awareness campaign must be conducted to educate citizens. Punitive measures should be in place to catch the offenders. Redressal mechanism must be there to address in case of any flaw in the process. Regular review meet from the ground level to the top at frequent intervals will go in long way to reach the goals within time frame. more  
This is the real problem in India.We have policy makers but we do not have agency who has to keep a watch on its implementation.This is the need of the hour.Better Govt must awake now otherwise it will be too late. more  
Policy makers should also have the responsibility of their implementation in the right spirit. Once the policies are made and circulated and closing eyes thereafter by the policy makers without bothering for their implementation and ensuring deriving the benefits by the common man fails the very purpose thereof. more  
Making policies and implementing on ground are two different things. It is important to oversee that the policies are implemented but it should be outsourced so as to discourage inspector raj and greasing of palms of the Govt. Officials. We should as a educated and informed citizens should help in implementation of the rule of law and there should be Govt. Department to look into the violations reported by the citizens and policy to award such citizens who help in curbing violations. more
