Model guidelines for residents of Delhi's colonies
Today many colonies in Delhi face problems of indiscipline and unhealthy behavior by many residents in colonies which causes inconvenience to other residents and creates avoidable stress & strain. RWAs often find it difficult to enforce good practices since their rules don't have the force of law and hence there is no recourse to uncooperative attitude of many residents who refuse to listen to sane advice and to work for the greater good of the colony. I propose that Delhi Govt brings out a Model Code of Conduct by residents which can serve as a reference for RWAs to frame their rules and for residents to observe those. For example, these could include practices such as : a) Not allowing driving of vehicles by underage children/teens b) Observing speed limits & refrain from honking in the colony c) Discipline in parking vehicles and not obstructing any passage d) Not putting up shamiana/pandal on colony roads e) Not playing loud music outdoors f) not walking pets & relieving them in parks & on colony roads g) Authorizing RWA to decide regarding marking certain lanes for one-way traffic h) residents to comply with security guidelines laid down by RWA i) Not allowing residents to refuse to pay monthly charges levied by RWA j) no commercial activities to be carried out inside colonies except as permissible under law etc. etc. There can be many more such issues that can be covered under the proposed model code and I welcome members to offer more ideas as to what else should be covered in the model code. Why I am seeking Govt's intervention in a limited way is only because certain bad elements don't listen to RWAs and spoil the peace & harmony in colonies, which in turn also emboldens more residents to adopt uncooperative attitude. more

Mrs. Meeta Choudhury,Advocate u r absolutely right. If there is any dispute between two parties I would suggest them to go to dispute resolution society run by Govt. Dept.to resolve the dispute but when illegal commercial activities of property dealers , business men, builders are supported by the member of RWA where should people go?These members are shameless to such an extent that on behalf of these wrong doers they torture senior citizens. In the garb of Residential welfare Association some RWAs torture law abiding helpless, hapless ,defenceless senior citizens for their own wrongful personal gain. Pl do not depend on the Govt. Raise your voice and make your own group with sensitive, good people to protect residents of your colony . Stand by them and fight against atrocities on your own people. more

Ha ha Ha, on the first day of joining this Government had issued notice that No removal of unauthorized slums. even went on to request Rail Minister that please do not remove people occupying place near railway tracks . goes on to declare subsidy for electricity bills u generate. and makes cut to Plan Expenditure in budget. You going with your genuine request but will bother them? more

Good points raised!!! We are a so called educated class and live in the capital of the country but our beheviour does not refelect the same. When I try to suggest something or object to some thing wrong in my society, people (wrong doer) start fighting with me and neighbors become spectators as if it was my personal issue. Now I have decided not to speak about any improvement. We have a cultutre of MIGHT IS RIGHT. We need to be civilized and only strict law enforcement can help. more

Such problems and disputes between owners of different floors are very common. I would suggest you to go to dispute resolution society. Send notice to other owners and get an agreement executed between different owners with the help of trained mediator. It will settle your dispute your problem permanently without any stress The service is free. Govt . will provide free services to u to resolve your problem. It is a new process . Adopt it and have mental peace and happiness. Do not depend on others to resolve your problem. Have faith in yourself and resolve it bcz no one would come forward to help you then why should u ask them? more

In apartments, some of the residents create a nuisance to others by misusing common areas(keeping their personal effects ,footwear and dirtying the place). Further when they take up some maintenance works, they should avoid during certain timings when senior citizens take a short nap in the afternoon The common area is not cleaned after the maintenance work is completed at the end of the day). They also keep the gas cylinders in the common area when all the other occupants keep it in their residences. These problems are faced more in smaller apartment complexes since there is no separate staff looking after the maintenance who could question the erring occupants.In such smaller complexes, if we question the erring occupants, it will result in arguments and souring of relationships. Further, no one is willing to look after the maintenance of the complex and only one or two persons may be willing to look after the interests of the society.Maybe it should be made compulsory to executed a deed and register it with the concerned authorities through whom the problems could be resolved. more
