However, to have a discussion on the issue I am quoting the same:

Steel secretary Aruna Sharma hits out at ‘narrow approach’ to women’s rights, says men are being falsely trapped in judicial maze and losing faith.

New Delhi: Aruna Sharma, a top woman IAS officer in the central government, has lashed out against what she calls the “narrow approach in the name of women’s rights”. She believes this has led to a rampant misuse of law by women, asserting that such “activism” is resulting in men losing faith in the judiciary and the institution of marriage.

Sharma, secretary in the Union ministry of steel, says the judiciary unduly favours women, leading to men being falsely trapped in an endless judicial maze.

Suggested remedies

In a bid to attract attention to the issue, Sharma wrote a letter on 31 August to the Ministry of Women and Child Development, urging it to take remedial measures to restore balance in key legal provisions.

“The judiciary and policy makers cannot be prejudiced,” she wrote. “It has to ensure that mechanisms are there for imparting proper justice, (an) innocent is not harassed, and heavy penalty (is given) to those who harass and try to frustrate the judicial system by using all tactics to delay justice and resort to extortion,” she wrote.

The system is creating a “modern-day dacoit”, she added.

She went on to demand a definition for “wife”, as she believes there are numerous cases of women allegedly framing men under cases of dowry and domestic violence.

“Define ‘wife’,” she wrote. “Just marrying, making life hell for a couple of years, and ensuring that no child is born cannot be a claim for lifelong maintenance when the boy will have to support his new family and children. Such women only use matrimonial home as a parking place, and then to extort to support their wayward lifestyles.”

She went on to add: “Women select a boy who is from (a) good family (who is) earning well, move to marry him, make life hell for a couple of years, ensure no child is born, walk out, and shoot multiple cases under domestic violence, (Section) 498A (of the Indian Penal Code), Section 125 (of the CrPC) for maintenance, (Section) 406 (IPC) to demand jewellery given by the boy’s family, so on and so forth.”

On the issue of marital rape, Sharma wrote: “It (marital rape) is having intercourse when one of the partners unwilling, it is possible by both genders — and it is word of one against another, what are we trying to hint at? If the woman is undergoing harassment, she can separate from the partner.”

While Sharma supported maternity leave as she believes women are “blessed by nature”, on menstrual period leave, she said: “This is again taking (place) in the garb of rights… If women employees want equity, (they) cannot be unpredictable in attending office in (the) name of period leave… this is something women working even as labour have been managing from time immemorial. Tomorrow at senior level, there could be menopause leave that is long term, even as (a) woman boss, it is definitely unacceptable.”

If these steps are not taken, the judicial space will be “occupied by crooks” and boys will continue “losing faith in (the) institution of marriage, resorting to live-in relationship or surrogate children, and leaving India,” she wrote.

“I think the time has come to speak out and ensure justice is (meted) to not only wronged girls, but also (to) wronged boys,” she concluded.

Not vocal in the past

Sharma, who is a 1982 batch IAS officer of the Madhya Pradesh cadre, had been secretary, electronics & IT, before a bureaucratic shuffle in 2016 sent her to the steel ministry. Given her good reputation as a senior bureaucrat, she was unanimously elected as the first woman president of the Madhya Pradesh IAS Officers’ Association in 2011.

While she is not known to have been publicly vocal on issues relating to gender justice in the past, Sharma has, in her letter, proposed a point-wise agenda to change what she believes is a deeply-skewed situation.

Officials in the Women and Child Development Ministry confirmed receiving the letter. However, they said no action may be taken, since the ministry often receives suggestions in the area of gender justice.

As against THIS: "Child and Woman Abuse" in many more ways in all walks of life prevails which is much important. It does not mean the present aspect is less important but the gravity and frequency in ""Child and Woman Abuse" is certainly above alarming stage. Required to be redressed. Some of the recent verdicts of the Apex Court as well as several HC is already taken cognizance of Sect. 498 A, 125 and 406 and other provisions specifically to mention that the other relatives like father in law, mother in law and other family members to be arrested. Nevertheless, good point for discussions as well as social awareness. more  
GOI has to bring in Regulations curtailing Sex provocating Channels and mandate Citizen Responsibilities and Fundamental Duties article 51 A formulating guidelines . This only can help a lot please . more  
The following ground facts leads to the justification of the above 8 issues. The Laws and exempting Provisions were so set before 1947 that suits the other's Rule and existence and diluted the Social Reforms brought placing Widows and Widowers Safely set in Secured System . The then addressed & those dressed with amendments HAVE BEEN STANDING ONLY AS INCREASING CRIMES IN FAMILY LIFE THUS CORNERING WOMEN . Even before 1930s , polygamy was allowed only to keep such needy women and men Safe in the Family Sector . This had also wisely set off the issues of Divorce and or Cruelty etc., The restriction of polygamy in all such issues requiring Safe carry of Family and Society adversely increasing the issues of Divorce and Cruelty . Added to these unsocial and unsafe incidents the issues of Consent, Connivance, Adultery, carrying certain exemptions even for befitting Govt. Staff, Police, hospital staff, School Staff etc., while making the Husband punishable with imprisonment again inducting the restrictions of their English Law . Thus, it is the effect of the laws brought-in and penetrated ignoring the very aspect of Justice, Morality, Humanity and Goodness . Yes it is true . Following Judgment under Section 494/109 WILL PROVE THE GROSS INJUSTICE TO JUSTICE WHICH ONLY DELIVERED VERDICT SIMPLY AT TEXT OF LAW . " The words ' Husband and wife ' mean persons who are legally such. Suppose a man marries A, and then marries B during the life-time of A and then marries C ; he commits bigamy by his marriage with B, and again by his marriage with C, if A is living. But if A had died before the marriage with C, but B was still living, he would not have committed bigamy because B was never his wife as legally construed . So also, there is absolute necessity to amend the laws pertaining to unlawful Sexual Intercourse AND , the Rape comprehensively removing the issues of Consent, Connivance, Adultery and their exemptions under Sections of IPC. WITH THE ONLY CONCEPT OF REMOVING THE POSSIBILITIES OF THESE IN FUTURE JUST FOR SEX to save the issues of Humanity, Morality, Decency, Female Modesty, Etiquette, Sanctity, Tranquility, Cohesive consensus, and, the Propriety . more  
These 8 conditions if Regulated in the Law for strict enforcement failure of which is punishable at the FIR Stage , will best settles the issue of Marital-life. The issue of Divorce under Section 13 of Hindu Marriage Act though appears simple , there are sufficient Supreme Court Judgments supporting Women under the issue of Cruelty in the Marital Life Lead . In deed , it is necessary to mention the different issues that concludes Mental Cruelty . The condition 7 is the best justified on both sides. The condition 8 is the Soul of Responsibility and Decency of " Couple " both Morally and Socially Justified . Conditions 1 & 2 are the sole facts on which punishment rest . Conditions 3, 4, and 5 are Socially & Morally Justified for justice inspiring Humanity . Condition 6 is the Morally justified requirement of either Wife or Husband in the Couple Married each other for a decent, dignified, Safe and Secured life lead with peace and pleasantness making especially the position of Female fully Secured and Safe in the Society . The purpose of Marriage either to a Male or to a Female is thus the moral concept for life long living together Safely with anciently/traditionally vested responsibilities honoured as were endowed to the Gender Quality, Ability, Speciality where Women recognized as to be specially treated/placed . THE CONDITION OF DERIVING THE MEANING OF ' WIFE' ; AS WELL AS THE ' HUSBAND ' THUS ARE ABSOLUTELY NEEDED IN-TERMS OF RESPONSIBILITIES, SAFETY, SECURITY, DECENCY AND DIGNITY and, the valid issue of pleasant life lead as Wife and Husband while the issue of Birth giving also such naturally justified issue in the life of a " Married Couple " . The existing laws restricting Easy Divorce is only on this concept of Human Morals, Social and Human needs for any Male or for any Female IN ONE WAY , AND IN THE OTHER WAY is to curtail neglecting nature of any individual . The issue of inevitable amendments is only due to the misuse of the Laws by some adversely selfish individuals as every body know from the News AND, THE REPEATED SUGGESTIONS OF MANY LAWYERS PLEADING ON THE OTHER-SIDE WITH PROOFS FROM POLICE & NEWS . more
