One of biggest advantage of Civil Service is that they are the kings in their department. You cannot find other service personnel in Income Tax or Excise and customs other than IRS. They treat their dept as their family property. Similarly IPS, all police departments including CBI is their family property, foreign affairs, it IFS family property, Forest service it their family property. They have their own association in which their junior officer to senior most, cabinet secretary, chief commissioner are the members. They always protect their members. It is sad to note that Vigilance officers are also from the same service. Unless the govt posts cross service personnel, the corruption in those department is unable to remove or even reduce substantially. If a chief commissioner (administration) is posted in Income tax from IAS and a vigilance officer from IPS, the situation drastically changes. Similarly in other services. This govt never do, because it will dilute powers of someone in the departments close to the minister. Another important area is deputation posting!. A period for relax and no work and no accountability. For example many IRS officers are posted in SEBI on deputation, who are waiting a lucrative posting after the deputation, enjoy relaxed, unquestionable work, even SEBI chairman cannot question him (because tomorrow he is a CIT). Why this type of unproductive deputation, just to waste tax payers money. Again come to punishment for an erring or corrupt officer is maximum 2 weeks suspension, then re-instate with full privileges. Now there is more demand for corrupt senior officers who can support and find means for corrupt ministers especially in states. more  

Now in Tamilnadu a seat for medicine is Rs 6.00 lakhs for one year books,hostel etc are not inclusive so imagine what a Doctor will demand after completion of his course from a client/wife etc more  

I do not agree all your comments. We can clearly show how countries and even swiss banks are cooperating with our country, We have seen moving away of Black MOney from Swiss Banks, I feel intolerance towards Black Money has started. It may take time to weed out something happening for over half a century but we will soon see change. more
