Municipalities of Delhi - Inputs on Root Causes

Dear all:

Below are the key Issues as outlined by you in regards to Municipalities in Delhi. Kindly review and help identify Root Causes for these Issues.

We will the review Solutions separate and put together a whitepaper for CM and his leadership team to take actions to improve the State of Municipalities to the extent they can.

Municipalities of Delhi – Key Issues

1. Roads are not cleaned properly
2. Garbage dumps are found in many places
3. Footpaths are broken at many places
4. Roads are not well maintained, resulting in the wear and tear of vehicles
5. Drains are all choked up and overflow
6. Dustbins are not cleaned regularly
7. MCD increases the parking rates very often
8. MCD is never prepared for the rainy season and the drains overflow even after a little rain
9. MCD is unable to control the number of stray dogs
10. Ghost staff - there is a large staff on the payroll but you don't see too many actually working on the ground
11. Not working full hours – a significant number of staff have private jobs where they spend a good bit of their time
12. Municipal workers are also deployed as household staff in homes of politicians
13. There is a major corruption problem in Delhi municipalities
14. Mismanagement of funds and poor collection of property taxes. more

Excellent and befitting reply by Sh Ashok Aggarwal, RWA President, it appears 2 me that Mr D K Jain and Mr R Tayal r comfortable with these thousands of ghost employees in the rolls of MCD(free loot by BJP) & MCD(BJP) looting Delhities 4 the last 7/8 yrs. I predict in the next MCD election, BJP will b reduced to Zero, in a similar way like the Delhi Assembly polls with a stronger blow 2 BJP, will b inflicted again by 1.25 crore voters(except 2/3 persons as before) in Delhi. The landslide victory in Delhi 67/70 by AK/AAP and reducing Modi/Amit Shah/200MPs/4 CMs 2 near zero 03/70, in this historic humiliating defeat 4 them. Mr D K Jain and Mr R Tayal and a few others have 2 live with this humiliating defeat of BJP/Modi with this uncomfortable truth(4 them) at least for next 5 yrs if nt more. They have to digest the truth of a landslide victory of AK/AAP 67/70 & a humiliating defeat of Modi/BJP (reduced 2 near zero). I will suggest them 2 knock at doors of BJP-MCD, & ask them 2 comply with CAG report on financial irregularities & care 4 Delhities 2 stop looting them by BJP-MCD. In this way u can contribute somthing 4 Delities, if u really have d slightest regard for your fellow sufferers at hands of BJP(MCD) 4 d last 8 yrs. MCD is Mismanaged Coronary Disease which can be cured only by taking logic and strict action leaving behind any politics and thee should be only in mind -Public Interest and Country Interest. All Politicians, buraucrats as well as public must think seriously about this and cooperate each other without selfishness so that some rays of hope of improvement may be there and when system is started to streamlined it should be monitored carefully and some devoted officers must be there for some long time with free hand to take action against the wrong doings. There is ghost staff, ghost welfare schemes, i.e pension and other aids which are done only on fake papers. This practice also may be in Delhi Govt. also like pension, financial aids, BPL ration cards etc. Everything should be transparent and there may be no hesitation if a display may be there in f/o residence of BPL Cardholders so that other people may know the status. This will be helpful in searching forgery who take undeserving help. more  
The K-block in Uttam Nagar is never clean except a few streets and most of the time the dirt from drains are scatterd on road to dry and then pick up after a week or so. more  
TOTALLY COVERED There should be minimum requirement of cleaning. We have to make the areas such a way that do not require frequent cleaning. All left out areas (containing Soil, sand, accumulated water, spread waste etc.) should be covered with either concrete (CC) or grass bed. The left-out areas in most of the developed colonies in my view are less than 2% of the total area. If this is covered, there will be no dust spread, no dust pollution, no frequent cleaning requirement and many more. The colonies will be more pleasant and safer. Each RWA/ Maintenance Agency should be motivated/ guided to achieve the task. Rest of the areas should be covered by Govt. People will be willing to pay some additional surcharge/ tax for fresh and clean air. more  
Transparency of work undertaken and funds utilised, alongwith accountability ward-wise is necessary for good delivery of services. more
