Need to upgrade PUC norms

We need to upgrade our current PUC testing

Pollution Under Control (PUC) testing system does not measure nitrogen oxides (NOx) and particulate matter (PM), including PM2.5. The existing PUC tests primarily assess carbon monoxide (CO) and hydrocarbons (HC) for petrol vehicles, while for diesel vehicles, they measure smoke opacity using the Hartridge Smoke Unit (HSU), an outdated proxy for particulate content.

PUC is wastage of time n money. Even in Chandigarh, 2, 3 and 4 wheelers emitting excessive smoke ply on roads with full impunity. There is no authority to take them task. MERA BHARAT DESH MAHAAN.
Implement sensors and measurement technologies that can accurately detect NOx emissions from both petrol and diesel vehicles. Introduce advanced particulate matter (PM) measuring devices that can capture the full spectrum of particulates, including PM2.5. This would require setting up a system that uses optical or gravimetric methods to measure the concentration of fine particulate matter.Replace or supplement the HSU with more precise instruments such as a Diesel Particulate Matter (DPM) Analyzer or Optical Particle Counters (OPC), which can provide a more direct measure of particulate emissions.Implement portable emission measurement systems (PEMS) that can measure NOx, CO, HC, PM, and PM2.5 during normal vehicle operation, which would provide more accurate, real-world data.Introduce OBD data retrieval during PUC testing to assess vehicle emission control systems’ functionality, ensuring they are working as intended and complementing the traditional PUC testing methods. Government and regulatory bodies should work with equipment manufacturers to procure advanced, calibrated testing machinery capable of monitoring a broader range of pollutants. Ensuring that the equipment meets international standards is crucial for the credibility of the testing process.Introduce stricter emissions limits for both petrol and diesel vehicles, especially for NOx and particulate matter. These standards should be aligned with international norms like the Euro 6 or Bharat Stage VI standards, which already account for these pollutants.Along with the upgrades, the government should initiate campaigns to educate vehicle owners about the importance of maintaining vehicles for emission standards. Enforcement should include penalties for non-compliance, especially for repeated offenders.Collaborate with vehicle manufacturers to ensure that their vehicles are equipped with technologies (like better catalytic converters, diesel particulate filters, etc.) that help in meeting upgraded PUC standards.
In addition to these tests, any vehicle spewing smoke should be penalized, with or without certificate.
