New Cancellation-Refund Booking Rules

Along with the new cancellation & refund rules (attached) , a new set of booking rules have also come into effect from the 12thNovember, 2015. These rules follow the changes made in refund rules that allow cancellation (for refund) of confirmed tickets only up to 4 hours prior to the departure of the train. Some of the important features of the new booking system are

First Reservation Chart to be made 4 hours before Departure: From now on, reservation charts will be made at least 4 hours before the scheduled departure of the train. In case the same are not made by the charting section, the system will automatically finalize them 4 hours before the scheduled departure of train(effective from 18th November 2015). This will facilitate passengers to know the status of the ticket to plan their journey well in time.

Booking Counters will again open after the first reservation chart: Immediately after preparation of first reservation charts, the reservation will again become open at the PRS counters as well as on internet (e-ticket) and the passengers can

Book the available accommodation in the train in case there is no RAC/waitlist for that leg.
In case of passengers holding RAC/waiting list ticket, the passengers will be given facility to cancel the ticket up to 30 minutes before the scheduled departure of train. This will facilitate the passengers, particularly partially confirmed passengers, to decide either to undertake the journey or to cancel their ticket.
A second (and final) chart of reservations will be made available before departure of train and handed over to onboard ticket checking staff. This exercise is expected to ensure optimum utilization of train accommodation as well as enhanced earnings. more

I travelled D5 73,74,78 in MADURAI VAIGAI FROM MS TO MDU; it was raining, at the time of departure one SENIOR CITIZEN COUPLE got in to the train and seated before us bound for SREERENGAM; In Thambaram one group mounted and asked the couples to claim the seatrs. then only thet knew thatr they have boarded a wrong train instead PALLAVAN the nexty train. The TTE aske3d them to get down at chenmgalpet and asked them to travel in next train. IS THERE ANY RULE IN ABNORMAL CON DITIONS AFTER FLOOD AT CHEENAI WILL THE RTAIL;AY DO NOT HAVE ANY MERCY GUIDELINES TO TTES. *It may prove to be a good venture-* *There is not much risk if cancellation is done and only advice is given that the balance would be credited with his / her irctc account. Like paytem. May be those who can afford in place of money credit statement may be sent to mobile. This can be used partly for next journey.* *May be upgradation scheme that was introduced by hon. Lalu Prasad Yadav, be revoked.* *The cancellation causes now heavy loss to poors. This punishment may not be deterrent. * more  
What if the train is delayed 3hrs or indefinately and then you may decide not to take the journey is it possible to get the refund of the ticket. more  
Certainly this will badly hit the middle class people, by increasing the cancellation charges. How ever it will not effect the bulk bookers and Agents as they know the ways and means better to recoup the losses of this type. more
