sir your query on non payment of Maintenance. The first thing is to send a Legal notice either through an advocate representing your apt association or by the secretary of your association. give the person atleast 10 days times from the date of receipt of your notice, failing which you could mention are to why action should not be taken against him.
Actually essential indemnities like water and electricity cannot be cut off, but you could threaten to do do nevertheless don't allow this person to use the other facilities , if any, of your apt like, parking his vehicle, disposal of garbage etc. also post a notice of the defaulter in your bulletin board/Notice board at the entrance to the apartments for all to see.
