ON Member Initiated Subject - Transforming Indian Railways. and budget announcements

I am congratulating Minister of Railway for such good budget. Lots of initiatives have been included in the system. But basic issue is maintaining these and keep all railway staffs responsible to continue these. For example, if any passenger faced any issue and approached to respective station master, but he didn't listen him/her and neglect totally. what will be the next step. Is there any mechanism to make all staffs responsible and accountable. suggestion and feedback system is there, but how many are properly reviewed and the person who give that suggestion or feedback, why he can't expect any communication regarding action on his complaint or suggestion.

The basic issue is making all employee accountable and responsible. it from sweeper to rail board member.
