online retailers looting customers

Hi All!
Recently I bought grocerry from big basket wherein there was an offer on lizol floor cleaners i,e if we buy 2, they were giving a discount of Rs 15/pack. When the invoice was generated, there was no discount. When i contacted the customer care, they told me that there is no offer. When i checked again, the offer was removed from the site.
It was not the end over here. When i received the delivery, i received 2 packs of lizol but got a free small bottle of harpic with one pack while no harpic was there with second pack. I then checked the date of manufacturing & batch no which was same on both Lizol packs with a difference of one alphabet in batch number.
Please advise me whether this is a case of cheating the customers or not?
Secondly, where can we complain for such cases?

Online purchase is gaining popularity. Government should prescribe certain guidelines for them. more  
yes it is true since they cheat customers. what to do more  
I see an increase in fake calls may be due to wrong typing, wrong instrument and fault in network. All these lead to cost to consumer and resource wasted. more  
All are trying to cheat by their own means, similar type experience with Big Bazar/Reliance store. One has to be vigilant. more  
Thank you for sharing your experiences with online purchases. I still feel that the nation has not matured for online purchases, since there is no quick online grievance redressal mechanism in place. Customers always find it difficult to resolve any issues and the online sellers credentials are in stake, and yet they do not care. Yet, I did not have any untoward experience with AMAZON for online purchases of 1) Moto G4+, 2) its back cover and front screen protector, and 3) its data cable, each at different time. more
