Open Defec along witation Alongside Railway Tracks

As outlined by many of you, it is a bad sight seeing people defecating along side Railway Tracks along with it being very unsafe for themselves. We would like to seek your inputs on what can be done to address this menace.

Please share as specific inputs as possible as general inputs are of limited value and in most cases not practical to implement.

Respected sir I and my spouse are senior citizens.we are booked Bharat darshan train IRCTC for Ganga Sagar,Puri, Badyabath,Kashivishwanath etc. We requested to authority to allotted one lower birth but they not do so.we are allotted middle and upper birth. We are requesting you to please instruct to authority to allot us one lower birth if possible. We are boarding from Lucknow on 05/03/2018. The railways have huge areas of unutilised land on either side of the tracks that have become garbage dumps and are used for open defecation. In cooperation with the Forest Dept, there should be a massive cleaning and tree planting exercise that will not only make our journeys more pleasant but can also earn carbon credits and reduce the global warming caused by the fuel used for engines. more  
Constructing of enough public latrines is the only solution. Railways can use the avenues like swachh bharat, Corporate Social Responsibility, etc. and go for make more and more latrines. To make it sustainable, let the public pay for using it (a very affordable rate) and assign the responsibility of its maintenance to the local bodies in the area, some NGOs, etc. more  
Just building more toilets wont solve the issue of defecating in open because, the number of toilets would always be less compared to the number of people. Either the people who do it should be educated in a proper way, or else an appropriate punishment should be levied on them. more  
While I appreciate the suggestions that more toilets to be constructed and maintained to avoid this eyesore, I question the wisdom of Railways in themselves encouraging this practice. In a way are they not letting out the human wastes from the trains on to the tracks ? more
