Penalty will work only when the Municipal staff of the area are given cameras' to shoot when some body is littering - similar to the Bangalore traffic police capturing jumping of signals and sending a letter to your home address. For traffic offences - it works - as the RTO has the address of the vehicle owner in their data base. With such high intensity of population in our country with no Social security number for each citizen to trace in a centralized Data Base, it will be a pipe dream to punish a citizen for public littering. The correct method is to improve the social status of the people. Mostly we find the lower strata people of our society littering in the public places. We all can salute the Civic bodies if the succeed in stopping peeing in public places, throwing garbage other than in dust bins etc. Let them at least do this as part of Swatch Bharath campaign.
