PF contribution not deposited by employer
Let us now confine ourselves to the issue raised by Anish Chatterjee viz non-deposit of PF deduction. There appears to be a simple and near fool-proof system. I would state it in brief here. Amend the Payment of Wages Act. It should be provided that every single employer even if has only one employee will have to make payment to the employee through Bank A/c. Example - I have a small stationery shop and I have employed one Prakash in my shop. I should be required to prepare a Paybill wherein I mention the ID (aadhaar card should do), name and designation of the employee. It will have column like Pay, allowance, overtime, etc. and on the other side various DEDUCTIONS like Provident Fund, Income Tax and so on. The Bill is presented to my Bank. Who would debit my account, pass on the salary to Prakash's Bank a/c and PF, Income Tax etc. would be transferred to the concerned department/authority. Neither me (employer) or the Bank would have any control over the payment or deduction made. Prakash would be supplied with a Pay Slip and at the end of the calendar year Annual Pay Slips--this can be done by me or the Bank (as a third party). This suggestion is in brief.
