You have mentioned appointed IRP by NCLT which means case is filed with NCLT for resolution process t initial stage. IRP is doing all activities as Managing Director & has all powers of management so he can sign your form for withdrawal. You will also get a letter from him of his appointment under IBC Code for EPF authorities.
It will be appropriate for you to get the exact status of case as authorities change with the case status. If the case has proceeded to liquidation, then liquidator will sign though normally same person is appointed Liquidator who acted as IRP initially. more
