Railways can start online portal (and save trees by saving paper thus wasted) if they are serious about getting real feedback. The customer can quote seat number/ pnr / date/ train etc to authenticate traveller details. more  
You can complaint online with this picture at http://customercare.indianrailways.gov.in and he may be punished more  
First suspend him for a month. Punish him since he is cheating public and Government. more  
This is really alarming. I also agree with Anilji, that a good amount of money goes to higher officials, as a result, these catering people can accumulate the necessary courage and strength to cheat people. Possibly this is also the reason of the exorbitant price of food. The only way to stop these malpractices is to develop a solid complaint handling system. 1. After logging each complaint in the complaint book, the concerned must get a receipt (counterpart), duly signed and stamped by a higher official (on board official). 2. Within 24 hours, these registered complaints (with proper complaint number) must be visible in railway website. This will ensure that false feedbacks are not logged by railway staff. 3. Each concerned passenger must get intimations within 7 days about the action(s) taken against the complaint. Also that should be visible in railway website as well. more  
It is not a hidden fact that they supply inferior quality and quantity of food as usual and no where accountable to general public because a better sum is goes towards their masters with in railway managements for helping them for all wrong doing . my self is working in BSF and travel a lot as part of my duty all over india in last 27 years what i am seeing is that the service sector always goes downwards as the greed of the person increase it is the time for railways to done some thing for nation as service more
