Veterinary public health (VPH) in Indian context components of VPH includes three specialty services viz. 1)food safety, inspection and certification 2) efficient animal product technology and abattoir management 3) animal population control, stray animal control and containment of zoonosis. To educate the public an expert on veterinary public relation (Vet-PR) is needed.(for the education and awareness program of school children, public and public men). It is impossible to run the project without proper staff specially trained for abattoir management, food safety (HACCP), street dog behavior, capture of street dogs, surgery, anesthesia, and clinical diagnosis. Every trainee has to be screened through skill assessment. Without competent regular staff it would be a mere dumping of public funds into non-performing asset. (NPA) IT IS WORTH REMEBERING THAT “IT IS NOT THE SHOE THAT YOU WEAR, BUT THE STEPS THAT YOU TAKE THAT WOULD PRODUCE RESULTS” It is earnestly requested that the local authorities (district Panchayat, TC and LSGD) should be able to reckon reality and rectify their programs with proper actions. more  
The Animal Birth Control (Dogs) Rules, 2001 (hereinafter termed ABC-AR) is being debated threadbare in the apex court of India. Cases for compensation are being presented before the Justice Sirijagan Committee. Compensation is normally granted to cases where there is a system failure or unexpected acts God beyond human control. The entire case of Kerala’s dog bites (more than 2000, as reported) may have to be traced in the light of the implementation of Animal Birth Control (Dogs) rules 2001, for the past 15 years. Advocates pleading against ABC-AR and some media reports are blaming lack of funds as the impedance to implementing ABC-AR in Kerala (in letter and spirit). If we put compensation claims in the range of 0.5 to 5 lakh per victims the amount payable for a minimum of 1000 victims can be astronomical. Information received through RTI applications reveals that i) local authorities have neither proposed a budget nor have asked for specific funds in the past for ABC-AR. ii) Funds allocated by govt. are spent (often more money is spent) on purchases and civil work leaving hardly any funds for appointing properly trained manpower on a regular basis or as part of a project of, say for 3-5 years, duration. iii) Operational process remained a mere formality; forcing generalist veterinarians to undertake ABC surgery without specific training. This limited the program to reporting. This generates a suspicion that the entire exercise may be to show the community that Animal birth control is impracticable. iv) In 2011 the Animal Welfare Board of India (AWBI) vide circular letter to all AWO’s, SPCA’s and local bodies (Ref:2-3/2010-11-AGM/CSS dtd March 7th, 2011), asking them for details of actual expenditure incurred per dog in various components of ABC-AR. No action seems to have been taken by local authorities, state govt. or AWO’s in Kerala. v) It provides room for a suspicion that some middle level officers, either with vested interest or out of incompetence are wrongly advising the local authorities A review of the actions of three Officers working for Thiruvananthapuram Corporation (TC) would reveal gross irregularities and unprofessional approach in handling ABC-AR for TC. more
