POLICE DENIALS AND UNLAWFUL ACTIONS

The Indian Police Foundation repeatedly keeps asking for suggestions here for a better this and a better that.On how better to deal with a subject matter.I say it is a very good initiative and effort by them.
But when are they going to educate the police personnel to not be in a mode of "denial" 24x7, 365 days? Day in day and out one reads of a police lapse or atrocity, and an immediate denial by them when published in the papers.The most recent being the lathi charge;the rifle butting; the manhandling of student demonstrators and reporters in New Delhi. Video grabs show the truth that has been published and yet the police personnel have the audacity to deny the same.Wonder if this "deny/denial" is a part of the curriculum in the police academy's for trainees? Or are the policemen gods own and can never do anything wrong? Instead of accepting their lapses, the police conveniently counter file FIRs against those who talk about the issues faced-Is offence the best form of defence for the police? Looking at the police personnel in action, one can only see frustration on their faces and in their movements rather than having understanding and education. Does simply wearing a khaki uniform entitle even the feeblest looking policeman or woman to suddenly generate devilish attributes?
How does the Indian Police Foundation intend removing this robot like automated "denial" mode from the police men's programming in order to gain the trust and respect of the masses?? How does it sensitise them to not take advantage of the khaki uniform and the privileges laid therein by the constitution?? What measures are being taken to curb their push,shove,neck grabbing, clothes grabbing, lathi charging denial, counter lies attributes, ??? Can we please hear from you on these pages?? more

I thank every member who has replied herein for having given their most valuable opinions on the subject matter.Healthy discussions;exchange of views;suggested steps for reforms; etc. are always helpful for everyone-provided they are adopted.I very much understand the hardships faced by police personnel vis-a-vis their job conditions and have strongly advocated better conditions for them in many a forum.That there should be more people employed in the police force;that they should have set duty hours;that they should have better living accommodation;that their children must be given preference in good educational institutions;that their wages should be handsome; and many more such points in their favour. But the base point to be noted is that each one of them was aware of the prevalent conditions during the time of their recruitment into the force.Certainly, they have not walked into this profession considering it to be a bed of roses all the way.Therefore there can't be any excuse whatsoever for their own unlawful behaviours with the masses.If a person feels choked in a job and it's conditions then he should quit and change jobs, but not take it out on the public.After all it is not the masses who take decisions on his pay,living conditions,duty hours,etc. And why do we read more about the high handed behaviour of police personnel from the capital city and Ncr as compared to their colleagues from Mumbai, etc.At this juncture may I ask as to how come the police apologised to the lady reporter for being manhandled in the recent incidents in New Delhi, but not to the students? Do we really need to know?? I agree one hundred percent that demonstrators have no right whatsoever to abuse or assault the policemen on duty. But why have they done so? Let's think about that. It is simply a result of their pent up frustrations over time against - 1) the uncaring government agencies and 2) the police force for beating them up at every opportunity that the force so feels!! And then you are dealing with young blood which does not know whom to look up to for true good guidance.This retaliation against authority is becoming an alarming trend in the nation and needs to be looked into deeply by both governmental and police bodies. So much so that the orders of the Apex court are being openly challenged by the people and joined in by political parties(for their own selfish mileage). I remember a police officer apologising to me a few years ago, when asked as to why did he order a lathi charge against peaceful demonstrators simply because it was getting dark and the area required to be cleared? His answer was:Sir, I would personally not want to do this, but am bound by the orders received from my seniors and I do feel bad about this.A good man I say. At the same time I have known policemen to trouble lady drivers simply for touching 0.5 to 1 km above the stipulated speed limit, and then sniggering amongst themselves that: Aaj toh ladies phas gayi hain. Mazaa aayega!!. Horrible personnel I say and need to be dismissed from service. A good professor has asked of me herein that what would I do if I were the police officer ? Surely it would depend on scenario to scenario.But I would first of all clearly brief the personnel under me regarding the situation that we were going to deal with and make them completely aware about the need to approach it in the most tolerant manner as far as we can.The personnel would know for sure that the khaki uniform is for upholding the law and not for becoming unlawful ourselves.And next make it clear to my personnel that it will be only darao(scare) and not marro(hit)- more so in the case of students and female protesters.Else why boast of living in the land of Mahatma Gandhi and Gautam Buddh. You may say-It is easier said than done. My writing was precisely about the perpetual "denials" of police personnel for every wrong that is pointed out against them.That they, through these denials, self profess themselves as people who can never do any wrong or ill against anyone.The intent is not to malign the force(surely for one bad apple there must be two good ones, if not four) which is already and almost always on tenterhooks, but rather to get answers from the Indian Police Foundation to the questions that commonly come to mind.These still remain unanswered by them and will probably remain so.Peace and wishes to all. The reason for all atrocities is that there is no responsibility or accountability for the IAS and IPS cadres. This must be done by taking the following steps: (i) SHO / Senior police officers must be held accountable and responsible for Failing to file an FIR (ii) If a fatal road accident takes place, the traffic police must ALSO be held responsible. When a fatal accident takes place in a factory, these same police personnel go and harass the management of the factory and squeeze out bribe money from them. (iii) If a theft or rape takes place, the Commissioner of Police must be held responsible and his incompetence to control crime must be entered in his performance appraisal report. (iv) If a worker dies inside a sewer line, the Commissioner of the municipality, who is generally an IAS officer, must be arrested and a case initiated against him for dereliction of duty and failing to enforce safety measures at the worksite. (v) If schools are shabby, the Commissioner of the district must be held responsible. If such strict laws are passed, the transformation will take place overnight. In N. Korea, when the Defence Chief was found snoring in the conference hall, he was shot dead by Kim Jong-un!! It is such strictness, responsibility and accountability that has made N. Korea such a massive military power that has become a challenger to even the USA. And we Indians are still pissing on roads and shitting in the fields. What a lovely democracy! more

The truth is that they are guided by superiors to do it and politicians who hold them under their thumb want it that way.They say that this is their way of controlling situation whether human rights groups ,courts approve it or not. Riot controlling methods are different from crowd controlling and therefore reactions are on the spontaneous by individual law enforcers with certain limits .They can do every thing with out outright killing. Moderation is not being practised.The agitators ,hooligans ,violators deliberately initiate such situations so that police resort to extreme measures which later can be dubbed as excesses and human right groups and lawers can sympathise! We must find a way to peacefully demonstrate and not get physical with police. Tit for tat is expected in charged situation ,but controlling the situation is very difficult . All over the world this is happening during a violent protest.But aim a peaceful protest ad the blame them if they exceed their limit. more
