I think police dept should be kept for crimes only. All administration related tasks should be put under a different department where all this basic cases like lost documents, passport verification etc.. should be filed. The people there can be the admin people are recruited. With digital infrastructure the data can be accessed by all departments. the uniform cops should only be there for criminal matters and not disturbed with documentation. Similarly political security guards should be kept seperate and should have nothing to do with police. more
