Police Verification for Re-issue of Passport

Police verification seems to be mandatory even for Re-issue of Passport without change of address.
The process of Police verification starts with visit of Police Official at your address i.e. residence. He fills up a Form with information furnished by you on place of birth, date of birth, names of two neighbours etc. Then he hands over a list of documents with which you are required to visit Police Station. The list is given below:
1. Aadhar Card 2. PAN Card 3. Ration Card 4. Voter ID Card 5. Bank Passbook/ bank Statement 6. Light Bill 7. Birth Certificate 8. School Leaving Certificate 9. Education Paper 10. Room Paper 11. Society NOC 12. Old Passport Copy 13. Passport Photo 3 Nos. 14. Marriage Certificate 15. Room Maintenance Bill 16. Gas Bill 17. MTNL Phone Bill
You had submitted all required documents at the time of previous Re-issue of passport.
We request Central and State governments to issue orders to all Police Stations to store soft copies of documents submitted by passport applicants and allot e-Police Verification (ePV) Registration Number similar to what is being done for eKYC in Banks. This will not only make the process of verification seamless and save paper used for submitting 3 sets of photo copies.
Passport applicants should be given ePV registration number which can be filled in the Passport Application.

Procedures should be followed but person should not be harassed at any stage. more

Maybe the process has been modified. Police verification is normally done by CID branch of Police under whose jurisdiction the applicant resides. Till the last renewal I was not required to visit Police Station with any papers. It is part of procedure so that any person involved in criminal and/or anti Government practices is barred from issue/renewal of PP and to prevent such persons from fleeing country. more  
As Aadhar card is linked to all possible documents viz: bank, driving license, ration card, electricity, telephone, cooking gas - be it LPG or piped gas, police can simplify procedures , hence, reverification can be minimized. more
