Pollution and Smog solutions

I am currently in Delhi (visiting from Patna) since yesterday and couldn't help logging on and writing in this circle about how badly a solution is needed and how the babus are too slow to act and mantris have vested interests.

I find that everyone CM of Punjab, Haryana and even Delhi does not want to get on wrong side of farmers and go too hard on this issue of stubble burning, This is for electoral reasons.

CM of Punjab keeps saying its the center who needs to act. I feel he is supportive of the farmers doing this stubble burning.

In the short term why cant Center-State just pay compensation to farmers with stubble still left for this year and if they burn put a fine of 50,000.

Then find a waste to wealth type solution that we have discussed in this circle where an organisation goes picks up stubble farm to farm and then does some waste to wealth conversion. the cost of picking this up is 3K to 10K depending on size of farm. more

Such compromises by public, govts in not tacking farmers will prove dangerous in the future .Just winning election is not enough ,a recurringcycle of respiratory diseases crippling the whole population at a later date will be too Kate to regret.Let God save these governments and citizens. more  
This can only happen at individual level. One has to change our own mind set that it is government job....but how much efforts we have taken to clean our own surrounding ? Let us begin at our level only.. our own attitude. more  
No much result would come by pressurising farmers. Smog cleaners may be installed as done in Beijing. We may try cloud seeding, closure of Thermal plants as well. "You cannot give burn mark to Buffalo if Bullock has fever". This is a saying in Kannada. more  
Fine to farmers is a ridiculous idea. converting stubs in biochar is the solution. That will generate employment to farmers and a fuel for power plants. Actually this is problem all over the farmlands in India. I would say our government is not manned by intellectuals and that is the problem. Babus are unintelligent guys and they are there only to take salaries and perks and no work; that is the problem. Otherwise, this is not an issue at all. more  
There is an urgent need to conduct an unbiased and an effective study of Delhi-NCR pollution during each year. Whether the major contributors are vehicular pollution and/or farm stub burning, or any other such as dust re-airborne due to vehicular and human movement, construction work, etc, must be identified in quantitative terms to make a judicious corrective action. Weather is definitely a very strong contributor. Pollution level keeps always low during rains, and remains moderate during summer. It only peaks during winter. But human intervention on weather is not possible. more
