1. All out efforts should be made by the police to win the confidence of people, which is lacking
2. To win the confidence of people, police should have area wise meetings which should be addressed by the head of police department of that area
3. Public should be informed about the role of public to support the police in curbing the terrorism
4. Quick and decisive action should be taken against terrorists and their sleeper cells
5. The known supporters of terrorism should also be picked up and questioned and monitored thoroughly
6. People should report to the local police immediately in case they notice any suspected activities or any suspicious movements in their areas
7. The informer network of the intelligence department as well as the local police should be made more efficient
8. Police should keep strict tabs on criminals out on parole
9. The misconception that only uneducated and deprived youngsters are brain washed to become killers should be done away with and change in behaviour or attitude of educated youth from affluent families should also be monitored by their parents / friends and neighbours and if found necessary should be reported to the police
10. The huge number of small hotels which have sprung up in the outskirts or shady areas of big cities or satellite towns in all states situated on borders with our neighbouring countries should be under strictest vigil. These are the places where one can easily stay anonymously by giving false documents and bribe
11. House owners should make sure that they do not rent out their places without getting a proper tenant verification done in the nearest police station
12. When people sell their old cars, they should make sure that they give to only verified persons with identification card
13. The electronic surveillance of the streets, especially in the metros should be brought up to the standards of countries like USA and Canada
14. Facial recognition software should be used to identify suspects and get more leads
15. Local police should be equipped with bullet proof jackets and modern weapons and given training in giving the first response to terrorists
16. Awareness should be built up in the public on what to do when there is a terrorist attack
17. Community policing should be used to increase capability of the law enforcement agencies
18. Terrorists cannot work without support of locals. the help may be provided unknowingly – awareness about this will definitely help. more
