Thanks for all the inputs over the last week on the subjects of Doing Business and Women/Child Safety. We are collating the inputs and the whitepapers on both subjects will be shared with you soon.

Our next discussion is on Corruption and Transparency. We will follow the same 3 step approach (Issues, Root Cause Analysis and Solutions)

First, let us discuss only the Problem - the issue of Corruption. Share your different experiences, speak up so we can list all aspects of corruption in Society/System/Government/Politics/Business/Life that need to be addressed. Identity every area where you have faced it. Only when we know the problem well, we will be able to find root causes and find solutions.

Honourable Prime Minister Sir I have no other way but compel to draw your kind attention for justice since last 12 years I failed to get justice from Legislative Executive and judiciary of Odisha Government. Without any fault misappropriation manipulation and neglect of duties dismissed from service by two most corrupt higher caste IAS Officers and one being characterless drunken condition coming office never function as per rules regulation of the Government. The reason of suspension dismissal was purely on personal caste factor and because of my honesty sincerity but failed to meet the heinous requirement of HRUSHIKESH PANDA IAS OR79 at present working Secretary Ministry of tribal affairs. In order to establish his cousin Debbrat Panda in my post both HK Panda and Satya Prakash Nanda suspended and dismissed me from service in the year 2003.DPanda recruited in the year 1997 by INDUTRIAL DEVELOPMENT COPRORATION OF ODISHA LTD when there was ban of recruitment and the post he joined not advertised and those who recruited BEING TERMINATED EXCEPT DPANDA and CAG VIGILANCE POLICE AND CHAIRMAN PUC given adverse report against him and he was suspended from service. Against service rule and Odisha High court judgement appointed two outsiders as Enquiry Officer and Management Representative.EO RNDebata advocate was a dismissed Accountant of a Cooperative store. He conducted the enquire outside Head quarter and no Travelling Allowance Dearness Allowances and SUBSTENCE ALLOWANCE given to the petitioner against Supreme Court judgement. EO hurriedly submitted the Enquire Report as per direction of HKP since that time he was suspended from service and asked Satya Prakash Nanda in Charge CMD to dismiss the petitioner from service and he did it against Govt service rule. IDCOL is the first Government Undertaking of Odisha 1962 did not have appeal rule on the basis of Odisha High Court direction Service rule being amended and Board of Directors declared Appellate authority. The board of Director in several meetings discussed the issue and asked two of its Directors to enquire charges. Directors enquired and given their report in favour of petitioner and asked CMD IDCOL TO REINSATE PETIONER in service but under pressure from HKP AND SPN the CMD IDCOL could not honour the report. The two Directors blamed both the CMD and In Charge CMD about their illegal and unconstitutional action. Chief Minister Sri Naveen Patnaik Minister Sri Kanak Vardhan Singhdeo and Chief Secretary Sri Bijaya Kumar Patnaik asked CMD IDCOL to consider case of the petitioner on merit.CMD IDCOL asked opinion of Legal Department the Legal department in their report noted there is no question of theft fraud dishonesty rather on perusal of his service file it transpires that petitioner was given advance increment for his excellent performance and during his tenure of seven years of service no charge sheet ever issued questioning his sincerity honesty or integrity. That in the meantime IDCOL CEMENT LIMITED being privatised and taken over by ACC LIMITED. That against the illegal unconstitutional suspension and dismissal appeal to Odisha High Court vide case no WPC 2384 of 2003.The case came up hearing in ten Division Benches and one single bench even Just Sri B P Das and Just Sri B P Roy given seventy percent judgement but later kept it part heard in March 2009 but one delinquent Officer who dismissed from service on misappropriation charges got relief from the said bench case no WPC 4401 OF 2007.It is important to note said HRUSHI KESH PANDA being suspended from service by CM Odisha on demand of all MLAs since he misbehaved scolded in drunken condition to two Tribal Minister and MLA in public and appeal to CAT against the order and CAT rejected the appeal but on an appeal Writ Petition C 3975 of 2003 got stay from Odisha High Court, whereas petitioner appealed to Court much before HKP but could not get stay.Odisha High Court given very bad remark to both Hrushikesh and Satyaprakash in TANGARAPADA MINING SCAM Writ Petition Civil No 5128 And 6798 of 2004. On the basis of appeal CM Minister and Chief Secretary directed to CMD IDCOL to look in to it he asked ACC Limited to regularise the case and since petitioner being superannuated 62 his entire arrear and back wages may given but the company not listening the order also ignored High Court order. Company Judge Just Sri M M Das in COPET NO 22 of 2005 held that All debts liabilities duties and obligation of the said transferor companies may be transferred from the said transfer date without further act or deed said transferee company and accordingly same shall pursuant to Section 394 of the companies Act 1956 be transferred to and become the debts liabilities duties and obligations of the said transferee company.Petitoner case also came up for hearing in Just Sri Das bench. Petitioner for last 12 years regularly writing to President of India Prime Minister and Supreme Court. Office of both President and Prime Minister asked for report to Chief Secretary Odisha.Finally Department of Personnel Public Grievances and Training refer the complaint of the petitioner against Hrushi Kesh Panda to Group of Secretaries of Cabinet Secretariat Rashtrapathi Bhawan for consideration vide their letter 17 June 2014. POINTS TO BE DECIDED 1 Is it a sin to born in poor farmers family and belonging to OBC and not deserves to remain in service 2 Can IAS officers ignoring policy of the State recruit employee for Government Industries without Govt permission and recruit person who is not illegible for the post and their relation 3 Can IAS Officers terminate the service of the officers those who are honest sincere and having excellent service record but failed to meet heinous need of IAS officers 4 Is Indian Law and Judiciary differ from person to person if so when HKP got stay why not the petitioner 5 Are IAS Officers above the law and will not honour the instruction of Minister and CM Please give justice to my prayer. Maria ji as stated in above post if Dept circles are created, I think a lot of this MCD DDA DJB corruption will be in trouble becoz we will be talking about corrupt officers in our community. When they are being talked about with negative reference, I can almost see them shying away from such acts. more  
I think the inspector raj will take a hit based on the news that Ministry of Labour working on electronic portal. more  
e-mode and transparent and open decisions based on decision tree approach will only solve the corruption issue. Many E-intiatives in the past (eg.MCA 21 of Ministry of Corporate Affairs) have brought down corruption to almost Nil, as the decision is automated thru the e-filing process. Even in Income Tax, refunds come automatically when the assesee has e-filed the returns. I am also pleasantly surprised when the Tax Assessment for AY 2013-14 is over within one year. Corruption at lower levels, which affect the poor can be the first level attack thru this mode. The millions of youth who are tech savy can be used for "e-sahayak" faciliation centres at key Govt. offices which are prone to corruption. Many State Govts. such as Karnataka and AP have shown the way long back. No need to reinvent the wheel. more
