PROBLEM IN CANCELLATION OF ONE PASSENGER'S TICKET

TDR is being issued for cancellation of all passenger's tickets booked over the counter from 9th to 24th Nov. for more than Rs. 5000/-. If 2 or more passengers booked a ticket during that period & one passenger intends to cancel his ticket, it cannot be done over the counter as TDR cannot be issued for one passenger's cancellation (as the counter is receiving back the ticket having names of more than 2 passengers & cannot issue another ticket cancelling the name of the passenger- the cancellation can be done by Chief Commercial Manager (Refunds) by NEFT after 2 to 3 months). In such a situation, all the names of the passengers are being forced to be cancelled even if the other passengers (except 1 passenger) wish to travel. The Railway Board/ Ministry should take up this issue & find a solution like taking an undertaking from the other passengers that they will not cancel their tickets. On this condition, one passenger's ticket may be allowed to be cancelled & refund may be issued for one passenger over the counter (even if it more than Rs. 5000/-). If the other passengers intend to cancel later, refund may not be issued to the other passengers. Opinion & solution from Railway Board/ Ministry is sought in this problem. more

I have already faced the same problem. I have booked a ticket on 9th Nov for 6 Passengers for the journey of 11th March. But unfortunately, I will not travel on that day. But the other passengers will travel. When I went to the counter, they advised me that no cancellation will be done over counter. Unofficially they asked me to take a TDR in train and submit that after completion of journey. But my experience regarding taking TDR in train is not good as the TTE is unwilling to deliver the TDR. Moreover, the cancellation charge is 50% which I have to pay unnecessarily. more  
A genuine case. However with little planning we could individual reservation form. Counters do not take more than 4 forms from one person also genuine. two persons from the family have to come. we have to force our family members to come in such cases. We have also booked tkts for 15 people in besant nagar and we were present at 6.45.AM, .Now we have online booking.There also we have problems. We have to have give and take in such a big country Are there not restrictions in USA more  
The railways are already not paying refunds, (earlier 50%) if a passenger cancels his tickets and does not get the cancellation done prior to the departure of the train. This caused undue loss to genuine passengers as they cancel their tickets due to unavoidable circumstances. The railways should provide . NEFT transfers to thge passenger in his Bank A/c. This facility of cancelling was there, when it is booked by a single person as E ticket. If booked in other fashion, I do not know what was the practice . But it is good to bring to the notice of policy makers.
