I think ADB has a contract manual which is very useful for financing various infrastructure projects like railways. Already IR has various manuals and codes for procurement of items in India and from abroad. More risk goes when deals are inked with foreign supplier, to whom IR will totally depend on their spare parts supply though it has become a mandatory clause for adequate spare parts supply. Also, it will always be a time taking process for taking various clearance and approval from different agencies within IR and from government of india as well as from the supplier country and its manufacturing company. So, most suitable is what can be best to enter into contract that is pre laid down in computer systems by computer programming of requirement and how supplier is going to fulfil such conditions. As soon as there is deviation, the programme will not accept the proposal, viz in case of applicant for a post apply with wrong entries, cannot proceed to next step until correctly fed to the columns for entering contracts. Corruption, malpractices, etc. derived from dictionaries which means we have inherited it and will continue. So let us struggle for making India corruption free and all leading parties in India must battle for it rather battling for a cheap gain through their current motive of setting wrong things of vested people by introducing a bill and legalise such activities - burning examples are foot paths and entrances, platforms in Sealdah and Howrah stations, where politician for simple gain of vote from such unatuhorised occupations of such places encouraging the process to become legal and and remain a source of income to the gons of the area. more
