Procurement in Railways - Issues
1. All procurements in RLYS should be digitized. This will help in transparency and speed up the procurement.
2. This must be decentralized and authorities for procurement to be delegated to the hierarchy starting from GM zones and accordingly the approving authority should be defined clearly without any ambiguity.
3. Certain high value procurement may be done at the board/ director level.
4. Each activity should be time bound and any delay to be explained by the defaulting authority.
5. A centralized and approved suppliers/ contractor's list to be maintained and performance of each stake holder to be reviewed every year. more
