Prone to cough with whizzing sound & at times asthma

Wife is nearing 60, wt 72 and has recurring cough problem for last 4-5 yrs. with whizzing and at times asthma issue as well when she takes puff. Allopathic treatment suppresses it for2-3 months only and recurs again. Problem more acute during monsoon.
Can anyone suggest some lasting solution? more
