S U N D A R A M 26. 09. 2014 I exult as much as all other Indians on India's unparalleled achievement of making its maiden Mars craft reaching its target atmosphere and orbiting around it on the 300th day of its journey from Mother Earth. We are the first country to have a spacecraft reach its destination on the first attempt beating all others who have been sending space vehicles to explore other planets and space. Incredible indeed! I wish and expect India would be the first country to colonise another planet where humans can sustain life. We ought to find another place with lot of space as our population is growing beyond our means to provide space and food. As the dictum goes where there is a will there is a way, India shall find a solution to address this issue using its advanced space technology. Nevertheless when we find a livable alien land and have wherewithal to send our people over to that place we as a secular democratic country shall encounter a myriad of road blocks. In our country everything works on reservations. In elections there are reserved seats for each communal and caste group according to their numbers. In admissions to higher educational institutions we again have quotas for every branch of Indian caste system plus minority reservations for each religious group. As it is the established practice when India sends people to another planet it must follow the reservation norm otherwise the people belonging to each of these reserved categories will approach the Supreme Court of India seeking protection of their rights to be included in the ratio allocated to them. Of course the apex court has to protect the rights of the people and it is most likely to deliver a verdict favouring the reservation demands of the aggrieved parties. So the government will form a committee consisting of representatives of all the disparate groups and they debate over who should be in the first craft that leaves the ground station and in case one team did not have its people in the first craft, they will approach the supreme court seeking fair representation and again the court will impose a stay until the case was heard etc. After many years of delay and procrastination, change of governments et al Indians shall commence leaving for the Promised Land according to the quota approved by the court. Once they arrive there each group should get their own exclusive areas and disputes shall burgeon and telecommunication will start pouring to their leaders on earth to get petitions filed at the highest court for finding a solution and everything will be settled amicably as happens usually, with many years delay though. Then the real unsolvable issue will rise; building places of worship; in this matter nobody has the patience to send messages to Mother Earth and resolving it through the courts. They will arm themselves and fight pitched battles until the land was divided according to each one's might to kill and maim its opponents. Circle Rates should be fixed as per the prevailing property rates in the locality. This is a good move so as to promote property transactions in white only. However, at the same time, stamp duty should be brought down to encourage compliance. Enhanced circle rate without corresponding reduction in stamp duty will increase the revenue which is not the primary intent. Lower stamp duty rates will contribute to more compliance. more

Well according to me the circle rates should be increased as per the current market prices & there should be no cash dealing involve in that. Its just next to impossible for a working person to purchase the house in delhi as they don't have the black money. more  

Hike in circle rates only makes the real estate costly. Black money is in circulation because buyers want to avoid paying registration fee and sellers want to save tax. Hike in rates will only increase the prices. To curb the black component rate hike is no more a good tool. It only impacts the middle class. more
