A plot booked in Neemrana in 2011 (Pal Group), having plot allotment letter also but no progress till date. more  

Apart from COnsumer p. think over other remedies as well. Depending on one remedy is certainly not advisable more  
Now the issue is whether the Cheque issues was encashed/realized by the Pal Group Company . Then only the next course as suggested above . more

If Compliance of Plot Allotment letter is carried by you with the next step from your side within its time , This Plot Allotment Stands as a valid commitment of Possession of the Plot and can be got for fulfillment through the Court on Specific Performance . more  
If you have the allotment letter and have already paid the consideration through cheque then you become a consumer within the meaning of CPA,1986 .First write a registered letter to the promoter with acknowledgement due and keep a receipt and copy of the letter as proof .Then you can approach the local District Forum with a complaint against the builder on a plain paper .No Court fee is required nor there is any need to engage a counsel .However hiring a lawyer is recommended and useful though not necessary if you are unable to afford the said counsel . more  
Thanks for your instant reply. I enquired at site, no progress there... I had paid a cheque after received allotment lette, After that they are not responding my phone calls, and also they shifted their office from Bristal Hotel to somewhere else. more  
Further clarification is that , if you did not pay your fist installment after getting Plot Allotment letter , you had lost your right for the plot allotment .
Secondly , even though you had paid your first installment after receiving the Plot Allotment letter , and even if you delay your subsequent installments , you will have right to demand the Plot stressing the non payment is only due to their lapse in showing your Allotted Plot .

Please remember , that your non payment of installments as per the schedule of installments , you will have to forego your installments paid . But , your claim on the Company will secure you your paid installments with interest through court .
Consumer forum will be convinced by the Company that you were at failure to comply the consumer conditions and responsibilities of installment payments . The most important here is the time lapse of 10 years .

If you had paid the full amount of your plot , you will have the absolute right to sue and get the plot registered and even with costs . more
