Public procurement of Sub-standard Medical Equipments
Congrats for raising a valid and appropriate issue. The similar things are also happening in GeM (Government Electronic Market). Recently I learnt that many unscrupulous vendors registered under GeM portal are selling sub-standard Medical Equipments to Government sectors and PSUs taking the advantages of lacunae in procedure of placing orders and supply and minting money. These Equipments are manufactured in China or Taiwan. They are playing with the lives of patients. For example they are selling old Fiat cars in the name of Honda City cars just by pasting a plastic Sticker of Honda City. A recent DO Letter from Hon'ble Union Minister of Commerce and Railways to Hon'ble Minister of Coal regarding Public procurement has further worsen the situation. This must be brought to the public domain for their knowledge. This must be vehemently protested for the saftey of patients in Government hospitals. Regards more

There is specification (=Quality) for all medical equipment. In-spite of the pressure for making budgeted profit (PBIT/PAT), quality of the material ( whether good for health or not) for making the equipment, whether equipment is made as per specification, quality test for functioning of the equipment are all to be strictly followed. This is the laid down rule. Suppliers, not all, to remain in the business and make huge profit, supply substandard equipment through manipulation in collusion with health dept. Raid should be on Health Depts, because corruption starts from there. more

Although Hon'ble PM has initiated GEM e-Tendering for Transparency and expedite the Procurement, but same has provided OEMs to do what so ever they like to supply, leaving its already networking partners in lurch and quoting exorbitant higher prices without any competition and as such most of the Networking Partners of OEMs have totally lost their businesses and are opting to retrench their Executives/ employees creating MORE UNEMPLOYMENT. Moreover, as per GEM e-tendering any delay of even one day the deduction of INVOICED BILL is envisaged, WHILE THE PAYMENT, WHICH IS REQUIRED TO BE PAID WITHIN 10 DAYS, TAKES MONTHS TOGETHER, WITHOUT LEVYING OF ANY PENALTY AND AS SUCH THE MINIMAL PROFIT OF ANY BIDDER TURNS TO LOSSES THAN ANY PROFIT. So, it is not even Medical Equipment Sector, but all the Business Sectors, especially for Networking Partners, who occasionally get the Authorization from OEM are under doll drums and REQUIRED TO BE TAKEN CARE OF BY AMENDING ITS TERMS & CONDITIONS. more

What is required is a corruption free health department which checks the quality of medical items including drugs on a regular basis through surprise checks. Hefty penalties including closure of units is required to be in place. more

Selling an old Fiat car simply by a sticker pasted therein, as a Honda City car is not at all possible unless otherwise the buyer is an illiterate.We need to understand that every brand has its own design and model and it is very remotely possible to make a replica of the same, atleast in auto induustry. Public procurement across government undertaking is questionable as everywhere corrupt practices are in place. This has gone into the blood of these officials. This chain is linked from top to botton for a share in the bribe. Reported scams in public units are probed and only it is announced at the start. Thereafter, public is in dark as final findings do come to the front at all. Further probe goes for years and public forget about the same. Again, so many scams come to the light regularly and people loose interest to track them. So we lack alertness and remain silent as long as it is not affect us in our daily life. PM and ministers must be role models in bringing corrupt practices out in the limelight and also to ensure to identify the culprints at the earliest and to punish them to the core so that successors do not do the same mistake which will lead to a full stop for this. more
