Quarantine for inbound travellers - Home or elsewhere?

Railways are running trains to enable stranded (??) citizens to travel to their place of residents. Airlines will soon follow suit. Many travellers want home quarantine, instead of staying in hotels (which is an expensive option) or in free govt. accommodation (the hygiene of which is a question mark). Even in these cases, how will the government keep track of whether they are following quarantine or not?
The governments do not want home quarantine because it would be difficult to keep track of them for they may start leading a normal life and infect themselves and others. So, is there a way to keep them in home quarantine without having to keep a strict vigil on them.
Here is a weird thought:
- Every traveler needs to give the complete address of where they will want to be quarantined, 3 to 4 days before the start of their journey (presume this is being done now when booking the tickets)
- The local authorities at the destination go to each of the destination addresses and check if the address correct and inform the neighbors that there would be a person(s) coming in for quarantine and that everyone in the flat/house would be quarantined for the 14 day period. And select a couple of good neighbors who are willing to ensure that the quarantine is followed.
- When the traveller is bussed to his/her home, lock all exits and entrances with a lock, the key of which is with the willing neighbor and the local authorities. The cost of the lock/key is paid by the traveller. Willing neighbor is given the phone number of the local authorities to call them in case of any problem and they will also be responsible for getting them the necessary essentials.
- The local authorities can do surprise random checks to ensure that the rules are being followed.
- And at the end of the quarantine period, test everyone in the house/flat for the virus.

Just a thought. more  

Not all states do Hotel quarantine. Many like Bengal etc already accepted home quarantine as norm. Paid quarantine in hotel is just a Draconian idea. more  
Government make rule on hotel accommodation charges to reduce as otherwise those rooms are vacant. Home quarantine could be done if any vacant houses flats nearby to their home. more  
May be this good thought for disciplined citizend but do u think the celebraties likd singer kapoor did not follwed the option and attended high profile parties in lucknow then how can we expect from others.the question is how coronna spread in mumbau/delhi/pune/chennai on large scale because the international travellers did not follwed the instructions of home qurantine.this is the biggest mistake &responsible for covid outbreak in india.another thing is most of the indians in average have a 5 member family &2 room accomodation with one CR.so it is imposible for them to follow home quratine instructions.better way is every one must stay in government hired hostels. more
