Quota system
It is known that there are several kinds of quotas, which actually consume a significant fraction of available seats/berths of a train. But I did not know the magnitude of this problem. Here is a link given below, from a Bengali newspaper.

For those who are not able to read Bengali, I am summarising a few points written in this article:
(a) The “emergency quota” is an instrument of ample manipulation. In Lucknow-Mumbai Pushpak Express, there are 936 seats in sleeper class on average. Out of this, only 358 seats are general quota, and rest are all booked for emergency and other quotas.
(b) In the same train, out of total 68 seats in 3AC, only 16 are for general quota, and rest are reserved for emergency quota.
(c) This is the reason why people do not get confirmed tickets even after booking four months in advance.
(d) One gentlemen from West Bengal went to Vellore for treatment, for which he booked tickets about four months in advance in Coromondal Express. However, during his return journey, WL-15 was not confirmed within such long period of time.
It appears that about 2/3 of the tickets are actually booked under emergency quota. So, where shall we, the common people who do not have any political connection, go and how shall we survive? more
