Railway Employee Travel Passes - Inputs

Dear Railway Circle Members:

With the recent concern raised by Ms. Sahni and this attached article in Hindustan yesterday, we are happy to review the subject of Railway Employee Travel Passes in a structured manner.

While the link to Hindustan article below lists the issues, kindly share anything additional you have observed relating to this. Once the issues are known, we will review the Root Causes and come up with Solution recommendations that can be shared with the Senior Officials to improve transparency in this area. https://s3-ap-southeast-1.amazonaws.com/localcircles-s/userattachments/610026/Railway_Passes_-_article___20150216103030___.pdf

No amount of regular passes or tickets will solve the problem, unless exits are regulated by electrical system like done in metro system. more
I strongly support he view of Mr. R. P. Sharma. There should be no pass like ticket. Whenever any pass holder wants to travel they need to covert it to ticket reserved or unreserved. At the same time it has to ensure that their process of conversion pass into ticket should be simple and quick. There are several soft wire available which will help in managing Pass holder's account. They may be provided a unique ID and password to make it on line. In the running train all the passengers should have valid ticket with Photo ID. And their by TTE will also not able to discriminate between Rail employee and non-rail employee passengers. more
If Railways is serious looking for a solution a regular ticket must be generated for all incentivised / free / duty travel passes and respective accounts debited and recorded. Information on how much free travel is availed by each such individual must be available for scrutiny. Anyone found without duty and without ticket must be booked. more
Someone may agree with my point on travel pass issued to Railway employee. i agree with your point that pass issue for employee and eligible family member with validity date, unfortunately fact is 90% employee never use their pass for reservation but they use to travel like normal ticket multiple times and TTE also least bother to sign on the pass as to indicate this pass used as travel. i have seen so many employee keep pass in laminated paper so that TTE face problem while signing if TTE insist to sign on pass. I would like to request railway to make their employee responsible and accountable. more
