It is not correct statement. Cancellation charges are kept more and rules of cancellation are made in such a way to make it difficult for the travel agents to book tkts in advance and sell to others. Stingent measures are taken to reduce the blocking of tickets. it has definitely has worked well. The Tatkal and premium Tatkal are resulting in reduction of General quota. But railways have no alternative to increase revenue. more  
From all the complaints that we read in the Circle , from Cancellation charges , Flexi fare , Cheating on products and Prices of catering products , demanding Tips by Catering staff what other conclusion one will come to . more
