The only way I see to stop these crooks is to stop taking their services. All passenger should carry their own food and water and buy any further needs from the stall at a station. The stalls are monitored by the IRCTC, as there is not much money spinning possible there. The biggest fund raiser is mobile catering and that is where the crooks spawn. more

Quality checks should be regular and must be carried out randomly without any prior intimation to the suppliers, caterers etc. more
