Recommendation for ineffective reservation system in India
Its a big dilemma in the constitution of India. Constitution says that no discrepancy to be made in terms of caste, creed, religion and govt itself tweaking the term to define different castes as minorities, but they couldn't do the same for muslim, as it is on the basis of religion.
ROOT CAUSE:
1. Govt not acting to improve reservation system politics due to vote bank politics & leading to a system of Divide & rule to persist in India, especially in rural areas.
2. Initially the system was created tweaking the discrimination of caste point, saying that this would reduce discrimination & help in upliftment of minorities. With time people started forgetting such caste system but the current system has just re-organized the old system to SC, ST, OBC, GEN. Younger generation may not know the old castes but they know the new caste of a person created by the system itself. Hence the system is ineffective in changing the mindset, though it has diverted it for sure.
3. Current policy only focuses on monetary benefit for upliftment of minority, It does not provide any initiative towards Personnel development. Due to which it also leads to misuse.
4. Reservation factor being not on the basis of headcount ratios, leads to ratio disbalance in job sector.
5. Ineffectiveness of current policy is evident from the fact that minorities still could not establish a good share of jobs in private sector, which shows that from the introduction of system in 1950, THERE HAS BEEN NO HUMAN RESOURCE DEVELOPMENT IN THE NEXT 2 GENERATION OF MINORITIES.
SOLUTION:
Reservation should be there but with very strict rules:
1. Should be only on the basis of combined FAMILY income which should also include total Family assets & liabilities. In case a muslim or ST is really in bad condition, he would be automatically covered in this.
2. Focus should be more on providing resources to study free, enroll for private trainings free, to develop skills, placement consultations rather than just providing reservation. This will increase the upliftment of rural society in all directions not only in Public sector (which is the main flaw with current policy & on which basis the current policy could be easily debated & dissolved in parliament)
3. People selected under reserved category for a job, should need to have extended pre-job skill targeted training for them to reach to the level of normal selected candidate.
4. Percentage of reservation factor to be decided as a multiple on the basis of number of Graduates in India with less than threshold family income v/s number of graduates with above threshold income. This is to be reviewed on yearly or 2-year basis. Then only a balance could be maintained in community.
5. One very important point to implement in this is easy amount disbursal system. Scholarships in this case to be made available with certain set of criterion:
a. Looking at the track record, the candidate should have a family profile created in a Govt agency which keeps record of Income status of family. Past attendance record of candidate (which should be at least 60% to qualify to be eligible for free study & avail monetary reservation benefits)
b. Amount disbursal for candidate to be managed directly to the institution & not through cash/cheque to candidate & procedure to be made online.
c. Exhausted List of institutions, registered training centers, registered coaching centers to be maintained by Govt to disburse the amount which is freely available at website. This will also help to remove the Institutional cheats happening at present. more
