Reducing Social Acceptability of Open Defecation

1. Children, right from the junior classes should be taught that defecating in open is not a good practice
2. Children in rural and urban villages should also be given home assignments that makes them engage parents in open defecation conversation
3. The Sarpanch in the village to ensure that every single person gets lessons on hygiene
4. Builders should not be given licences to build unless they ensure proper defecation facilities for the labourers
5. ‘Open defecation depicts animal culture’ – this phrase should be promoted across towns and villages
6. TV and Radio publicity showing the ill effects of open defecation to reach people in the socially and economically lower categories in urban and rural India to be increased
7. In rural communities where open defecation is common, a program could be structured that “names and shames” individuals defecating in open in a panchayat/open forum setting
8. Laws could be made against open defecation with applicable financial penalties if despite a toilet facility people are found engaging in open defecation
9. Free public toilets should be constructed across towns and villages so that get easy access and don’t even think of defecating in public
10. A subsidy scheme for making toilets in the houses of below poverty line families should be launched
11. Every educated person should take upon himself to educate some people like maids, servants, drivers etc. about not defecating in open more

District Magistrates must be encouraged and advised to hold competition to announce and provide token rewards / trophies for cleanest village / municipal area in the district. more  
I just visited a village in Meghalaya which is touted as one of the cleanest in Asia and it was an experience visiting the place. People should feel proud about their villages /towns. Can the government do a sample survey of villages/ towns and rank them based on their cleanliness/ sanitation facilities etc.? Names of the cleanest villages should be published and panchayets running these to be awarded to encourage cleanliness. Also , we have some many religious leaders preaching everyday on television channels. Can the government approach them and request them to preach cleanliness before starting their daily sermons? Surely spirituality can't exist without cleanliness. more  
What are the gram panchayats and local municipalities doing about it. This should be one of their prime responsibilities. Simultaneously development of proper sewage system and sewage treatment and recycle plants have to come in large numbers. Other than Kumbhs and such large gathering the highways be it national or state are also being effected badly. So both NHAI and SHA should plough back aportion of the Toll being collected for creation of such infra structure. The sanitory authorities are also defunct and only visits sites to get a deal rather than do their job. They need to be made answerable. more  
Do the local governing bodies have infrastructure to answer nature`s call etc. before we talk about defecation in open places.In cities there are number of places to answer the emotional calls but either no place or less places to answer nature`s call. more  
until and unless people will be punished, it will not happen, like rain water is going waste,so many advt told to store,any improvement is there..in tamilnadu it has happened because the state govt to if you are not construct the storage of rain water-electricity and water connection will be disconnected, you tell me, water bill is coming,but no water is coming,why,all the people are keeping motor to suck the water from pipe,who has to take care,in all the metro cities, all most all the house is having borewell-that too 300 feet minimum,and fully with concert roads,what will happen after 10 years,one side environment wormup by all the means,and sucking water from ground level, even after so many year of independence is there any improvement,who has to take care,is it common people, ladies still are fear to move in the night alone,who has to take care,so many places theft and murder is going on, who has to take care, more
