Refund rule against downgrading to 3ed A.C from 2nd A. C.
For travel on 2th April 2022 from Thane to Bydur ( Mookambika Road), on konkan Railway.the ticket booked on line through IRCTC. For difference fare, ZTTE issued a certificate. PNR no.8449078066.
The rules for claiming refund or authority with whom application for refund to be applied are not clear. However, on arrival at BYUNDUR station at early morning at 6.30 , I checked with ticket counter, where the booking clerk drawn blank, expressing his inability to guide in this case.
On return to Mumbay, I enquired with THANE RESERVATION CENTER, where one of the reservation officials said, this claim should have been made at the destination and now the receipt is invalid, as it lost it's time frame of 48 hrs.
Local circle may have expert of railway officials ,who, may direct me as to how can I claim the refund.
I am senior citizen, and expecting high caliber expertise from me is little difficult, as it is my first experience. Railways since down graded ,I feel, they should give automatic credit to me account, rather than making a traveler to run from piller to post
Awaiting members guidance.
Mr. Krishnan and Mr. Jain. This case of refund for degradation from from 2nd A.C to 3ed A.C. not cancellation of ticket.

Very correct, this is the only way and appropriate to get the refund. It is very clear that 2 to 3 downgraded is not at the choice of traveller,it is duty of IRCTC to refund.

Time norms for cancellation of a ticket, i.e., before four hours of scheduled departure of the train is many a times impracticable. for eg., the passengers would have been held up in a road block, which is a common affair in our cities. And hence they are unable to decide whether they can board the train or not . I think the procedure for cancellation after the departure of the train by TDR is also not available now. The refund for the same was well delayed earlier. The whole of the procedure and rules for cancellation and refund should be revised in the interest of the sincere passengers.

The rules and practices for raillway ticket refund are one sided and monopolistic. There is 50% deduction ebmven 47 hrs 55 minutes prior and no refund 4 hours prior to departure of train where as the seats are available to next in waiting list. In fact a person who becomes awre of inability to travel with in 6 hrs of departure do not cancel the ticket and berth becomes available hours later when TTE checks. The IRCTC booking and cancellation web site has been very cumbersome and unfriendly just to facilitate agents.

Absolutely agreed. Railways downgraded not yourself. They must give automatic credit..Refund rules is OK. But in this case railways must change refund rules
