Regulation needed to make sure that Both houses work for development of nation

The second half of the Budget session, which began on 5 March, has been a washout with no legislative business being transacted as yet, barring the crucial Finance Bill by Lok Sabha. 06-April-18 is the last day of this session. Many important bills , including Anti-Graft Bill , proposed by Gov have been put aside by the continuous protests rather nuisance created by the legislatures .

Is it something for which they have been elected/selected ? Just to let the nation's exchequers' money go down the drain , and have fun , create nuisance , stall proceedings for progress and improvement of nation ?

Fine, that NDA legislatures have declared that they will not be taking salary for the wasted sessions , but is it enough ? and what about other legislatures from other parties ? Should we citizen sit at home watching them spoil the fate of nation which is made of citizens like Us and our next generation ?

I think, its high time that we have Strong Regulations against those legislatures who create nuisance and stall the proceedings in both the houses on the name of Protest . It should be considered a serious offence to stall the proceedings on the name of protest.

First of all , the way to show the protest must be defined i.e. At the most it can be in form of placards which they can show from their seats only. No verbal protest.

Secondly , maximum time for discussion on any bill must be restricted to certain no of minutes; beyond that only voting will decide the fate of bill. Voting duration must also be defined.

Lastly , Those nuisance makers should be suspended immediately and a heavy fine must be imposed on them , in first instance; And in next instance they must be barred for life time.

Unless and until we have regulation like this on theses legislatures ; we cant expect a bright future for our next generation. more
